San Francisco Airport Flood Risk Management

SAN FRANCISCO AIRPORT FLOOD RISK MANAGEMENT
INVESTIGATIONS

PROJECT LOCATION AND DESCRIPTION

The study is located at the San Francisco International Airport (SFO), San Francisco County, California.  The airport is bordered on its north, west, and southern sides by Highway 101 and three San Mateo Cities: South San Francisco, San Bruno and Millbrae.  The airport is bordered on its eastern side by an approximately seven mile long seaway-levee system (with some gaps of various lengths) that offers the airport some flood risk reduction from tidal flooding form the San Francisco Bay.  SFO is the 7th busiest airport in the nation, transporting over 40 million passengers annually, and is continuing to grow at a rapid pace.  SFO accounts for 66% of domestic flights and 97% of international flights in the Bay Area.  Flood Emergency Management Agency is currently updating its Flood Insurance Rate Maps (FIRM) for the airport and the preliminary FIRM shows the entire airport is inundated by the 1% Army Corps of Engineers tidal flood event.  Tidal flooding will be further exacerbated with time due to the expected accelerated sea level rise for the bay.  The average ground elevation above sea level at the Airport is between 10 feet and 20 feet which supports the potential for flooding due to rises in sea levels.  San Francisco District Army Corps of Engineers staff and managers have met with the Airport officials about the opportunities for Federal assistance and these officials have expressed a high level of interest in pursuing the reconnaissance study.   While the current coastal barriers that protect the airport and its support facilities from flooding are deteriorating under the current sea levels, there is an added threat of substantial flooding resulting from climate change and corresponding sea level rise.
