PROJECT LOCATION AND DESCRIPTION

This is a flood-control project on Corte Madera Creek in Marin County, California.  Corte Madera Creek and its tributaries drain an area of 28 square miles, and discharge into the west side of San Francisco Bay nine miles north of the Golden Gate Bridge. This flood-control project has been built in four separate units. Units 1, 2, and 3 are on Corte Madera Creek extending from San Francisco Bay through the towns of Corte Madera, Larkspur, Kentfield, and Ross. The Unit 4 study area includes Corte Madera Creek upstream from the Unit 3 concrete channel, located about 600 feet downstream of the Lagunitas Road Bridge, to the Sir Francis Drake Boulevard Bridge and the lands adjacent to the creek.

FY 20 AND FY 21 ACCOMPLISHMENTS

  • Study has been terminated and will be fiscally closed out.

ISSUES AND OTHER INFORMATION

  • Units 1, 2, and 3 have been built at a federal cost of $3.8 million. The project received Federal and non-Federal funding and initiated the feasibility phase for Unit 4.
  • The Marin County Flood Control and Water Conservation District is the Non-Federal Sponsor (NFS).
  • During development of the GRR, an agreement was reached to develop a concept plan based on the 1996 Marin County Board of Supervisors’ Design Guidelines for a consensus plan. The 1999 Project Study Plan initiated the GRR and supplemental environmental reports and reviews.
  • In 2001, Congressional Representatives, citizens, and elected officials of the towns of Ross, Kentfield, Corte Madera and Larkspur participated in the Design Advisory Committee meetings, public meetings, and town screenings to help Marin County identify a Locally Preferred Plan (LPP) at less than the 100-year flow.
  • USACE studies in FY02 showed that the project would not significantly affect the already poor survivability of historically significant Lagunitas Road Bridge, and the Town of Ross has since replaced the bridge.
  • In 2003, Ross and Marin County changed the LPP and endorsed design flows that would pass through the town in the creek channel. This endorsement marked the effective start of the GRR Phase 2. Fish biologists, funded by a grant to the Friends of Corte Madera Creek, used USACE’s FY 05 Geotechnical borings to propose designs for the Unit 4 channel. The 1966-authorized cost-sharing and financing requirements apply as long as the project remains as authorized (for flood control up to project limits at the Sir Francis Drake Bridge in Ross).
  • In the summer of 2010, the Ross Valley Watershed Technical Group (headed by the Marin County Flood Control and Water Conservation District) was created to address flood risk management through a watershed-wide approach. As a result of the proposed mitigation measures throughout the watershed, the expected capacity at Unit #4 for the 100-yr event is 6,000 cfs. The USACE has included an alternative that looks at a 6,000 cfs capacity at Unit #4.
  • Per new guidance a SMART Planning 3x3x3 charette was held from 10-12 Sep 13 and the charette document package was sent to SPD to HQ on 27 Sep 13.  FCSA was signed in Feb 2014.
  • The Draft Integrated Document was released for public and concurrent review in October 2018 and significant comments were received.
  • NFS is now moving forward with their own study,
  • The cost-shared feasibility study has been terminated, with efforts to fiscally close out the study underway.
