Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-2013-00327 Notice Of Availability For The FERC Order Compliance Project

    Expiration date: 11/1/2020

    Valley Water has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill into jurisdictional waters of the United State associated with the construction of infrastructure for public safety and environmental protection elements needed in order to meet the Federal Energy Regulatory Commissions (FERC) Order issued on February 20, 2020. In response to the order issued by FERC Valley Water has developed the FERC Order Compliance Plan (FOCP) to address the issues related to safety at the Anderson Dam. The Interim risk reduction Measures (IRRMs) developed within the FOCP includes the Anderson Dam dewatering to a water surface elevation of 488 feet beginning by October 1, 2020, the Anderson Dam Tunnel, Reservoir Bank and Rim Stability Improvements, Cross Valley Pipeline Extension, the Coyote Percolation Dam Replacement, and the implementation of the Coyote Creek flood management measures, all located in the City of Morgan Hill and San Jose, within Santa Clara County, California. The Corps has reviewed the application and determined that the dewatering of the reservoir is not a regulated activity and the Coyote Creek flood management measures will not take place within jurisdictional areas.

  • SPN-2008-00399 Levin Richmond Maintenance Dredging Terminal

    Expiration date: 10/23/2020

    Levin Richmond Terminal has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to dredge “Berth A” adjacent to the Levin Richmond facility. The purpose of the proposed dredging is to return the project site to its permitted depths to allow safe depths for ships to load and unload during all tidal stages.

  • Nationwide Permit Reissuance - Request for Comments

    Expiration date: 11/3/2020

    On September 15, 2020, the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue the 52 existing nationwide permits (NWPs) and issue five new NWPs.

  • SPN-2005-29650 College Lake Integrated Resources Management Project, Watsonville, CA

    Expiration date: 10/16/2020

    The Pajaro Valley Water Management Agency has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit for the College Lake Integrated Resources Management Project. The project would develop College Lake into a water supply and storage resource in order to balance the Pajaro Valley groundwater basin, prevent further seawater intrusion, and meet water supply needs in PV’s service area.

  • SPN-1996-222150 Eureka 2017 Dredging and Mitigation

    Expiration date: 10/3/2020

    The City of Eureka dredged approximately 700 cubic yards of sediment from three locations along the Eureka waterfront in 2017 and disposed of the sediment at the Humboldt Open Ocean Disposal Site (HOODS). The city has applied for an after-the-fact permit for the dredging and to remove three 42 inch circumference wood pilings from Humboldt Bay as compensatory mitigation.

  • SPN-2014-00294 Pillar Point Harbor West Trail Living Shoreline Project

    Expiration date: 9/13/2020

    The San Mateo County Harbor District has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to conduct shoreline improvements along an eroded segment of the Pillar Point Harbor West Trail.

  • SPN-2020-00171 Pier 9 Klamath Ferry Mooring and Dredging Project

    Expiration date: 9/6/2020

    The Bay Area Council has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a Department of the Army Permit to construct a mooring location at Pier 9 of the Port of San Francisco for the historic Klamath Ferry Boat. The project includes proposed dredging to return the Pier 9 berth to a depth to allow safe navigational depths to transport and moor the ferry boat at Pier 9.

  • SPN-2008-00311 Mare Island Shipyard Maintenance Dredging

    Expiration date: 9/4/2020

    The Mare Island Dry Dock, LLC (MIDD) has applied the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to dredge and perform knockdowns on a portion of the shipyard on Mare Island, Vallejo, Solano County, California. MIDD has applied to beneficially reuse the dredged sediment or dispose of the sediment at a designated site in San Francisco Bay or in the Pacific Ocean. The purpose of the dredging is restore navigational and operational depths for ships in the project area.

  • SPN-2020-00076 Capitola Wharf Resiliency and Public Access Improvement Project

    Expiration date: 8/17/2020

    City of Capitola has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to conduct work within jurisdictional waters of the United States associated with the expansion of the Capitola Wharf bridge deck, improvement of the structure’s public facilities, and maintenance repairs.

  • SPN-2020-00238 Lind Marine Maintenance Dredging

    Expiration date: 8/10/2020

    Lind Marine Incorporated has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to dredge and perform knockdowns on a portion of the shipyard on Mare Island, Vallejo, Solano County, California. Lind has applied to beneficially reuse the dredged sediment or dispose of the sediment at a designated site in San Francisco Bay or in the Pacific Ocean. The purpose of the dredging is restore navigational and operational depths for ships in the project area.

  • SPN-2008-00048 San Rafael Rock Quarry Maintenance Dredging

    Expiration date: 7/30/2020

    The Dutra Group has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to conduct maintenance dredging at the San Rafael Rock Quarry (SRRQ) wharf berthing area to a design depth of -16 feet mean lower low water (MLLW) with disposal of the proposed dredged material at an in-Bay disposal site, Ocean disposal site, upland disposal site, or placement at a wetland restoration site for beneficial use. The purpose of the proposed dredging is to return the wharf berthing area to its originally permitted depth to allow safe navigation for commercial vessels.

  • SPN-2014-00210 India Basin Open Space and 700 Innes Development Project

    Expiration date: 7/22/2020

    BUILD, Inc. has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill material into and conduct work in jurisdictional waters of the United States associated with the construction of a waterfront park and mixed-use development, located on Hunters Point in the city of San Francisco, San Francisco County.

  • SPN-2008-00283 Riverview Apartments Project

    Expiration date: 7/18/2020

    Baywood LLC has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the construction of a residential subdivision, located in the City of Petaluma, Sonoma County, California

    Expiration date: 7/17/2020

  • SPN-1998-23776 Schoonmaker Point Marina Maintenance Dredging

    Expiration date: 7/13/2020

    The Schoonmaker Point Marina has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year permit to dredge approximately 126,300 cubic yards (cys) of sediment and dispose of the dredged sediment at the Alcatraz Disposal Site (SF-11). The Marina has also applied to knock-down 5,000 cys (no more than 2,500 per episode) over the next 10 years. The Marina is located in Sausalito, Marin County, California. The purpose of the proposed dredging is to return the Marina to its originally permitted depth to allow safe navigational depths for recreational boats.

  • SPN-2020-00219 Caltrans, District 4, RGP for Routine Transportation Activities

    Expiration date: 7/8/2020

    The California Department of Transportation, District 4 has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Regional General Permit (RGP) for routine transportation projects required to maintain, replace, and construct road improvements, culverts, bridges, and other highway infrastructure.

  • SPN-2012-00302 Santa Clara Valley Habitat Conservation Plan, Regional General Permit 18

    Expiration date: 6/14/2020

    The Santa Clara Valley Habitat Agency, has applied to the United States Army Corps of Engineers, San Francisco District, for the re-issuance of Department of the Army Regional General Permit 18 for the Santa Clara Valley Habitat Conservation Plan. RGP 18 authorizes the Santa Clara Valley Habitat Agency and any designated co-permittees to complete activities covered by the Santa Clara Valley Habitat Conservation Plan/Natural Community Conservation Plan that have minimal impacts on waters of the United States.

  • Decision To Accept Funds From The San Francisco Bay Restoration Authority

    The San Francisco District, U.S. Army Corps of Engineers has decided to accept and expend funds contributed by the San Francisco Bay Restoration Authority (Restoration Authority).  The Corps’ San Francisco District, Regulatory Division would allocate funds internally in order to expedite processing of the Restoration Authority’s Department of the Army pre-application project list and permit applications

  • SPN-2011-00382 HdV Streambank Erosion Control and Restoration Project

    Expiration date: 6/4/2020

    HdV Wines has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with streambank stabilization activities located in the City of Napa, Napa County, California.

  • SPN-2019-00239 Greater Mill Creek Ecosystem Restoration Project

    Expiration date: 5/24/2020

    Redwood National and State Parks has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the rehabilitation of the Greater Mill Creek Ecosystem, located near the town of Orick, Humboldt County, California
