Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-2021-00075 Tiscornia Marsh Habitat Restoration and Sea Level Rise Adaptation Project

    Expiration date: 2/4/2023

    The Marin Audubon Society, have applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to excavate and discharge fill material into jurisdictional waters of the United States associated with the construction of the Tiscornia Marsh Habitat Restoration and Sea Level Rise Adaptation Project.

  • SPN-2022-00147 Corona Del Mar Maintenance Dredging

    Expiration date: 12/2/2022

    The Corona Del Mar Homeowners Association has applied for a ten-year Department of the Army permit to conduct maintenance dredging within the Oakland-Alameda Estuary at residential docks, located in city of Alameda, Alameda County, California. The purpose of the proposed dredging is to return the harbor to its original design depths in order to facilitate safe navigational depths for recreational vessels.

  • SPN-1996-223090 RGP20 Reissuance

    Expiration date: 8/23/2022

    The Monterey County Water Resources Agency (MCWRA) and Monterey County Resource Conservation District (RCD) have applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for reissuance of Department of the Army Regional General Permit 20 (RGP 20) for continuing implementation of Monterey County’s Salinas River Stream Maintenance Program (SMP). RGP 20 authorizes the permittees to conduct annual sediment and vegetation removal from predetermined maintenance areas on sediment bars outside the low flow channel of the Salinas River. Reissuance of the RGP for an additional 5 years would allow continued annual authorization of maintenance activities subject to Corps jurisdiction. With this reissuance, primary responsibility for implementation of the SMP would be transferred from MCWRA to the RCD.

  • SPN-2022-00208 Wildfire Prevention, Protection, Response, Clean-up, and Restoration Regional General Permit

    Expiration date: 9/15/2022

    The U.S. Army Corps of Engineers Los Angeles, Sacramento, and San Francisco Districts (Districts) are proposing to issue Regional General Permits (RGP) authorizing activities involving the discharge of dredged or fill material into waters of the United States, including wetlands, and/or work in or affecting navigable waters of the United States for wildfire protection, prevention, response, clean-up, and restoration in the State of California.

  • SPN-2012-00207 Pillar Point Harbor Dredging & Surfers Beach Pilot Restoration Project

    Expiration date: 8/21/2022

    The San Mateo County Harbor District has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to complete maintenance dredging and a pilot beach restoration project at the Pillar Point Harbor and adjacent Surfers Beach. The proposed project includes dredging sand in order to restore safe navigational depths in the Harbor then using the sand for construction of a berm and opportunistic placement of sand along Surfers Beach. Additionally, the Harbor District plans to mitigate for eelgrass impacts caused by the proposed dredging.

  • SPN-2022-00093 HRSP Watershed Restoration

    Expiration date: 6/24/2022

    California Department of Parks and Recreation has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Regional General Permit to discharge fill material into jurisdictional waters of the United States associated with the rehabilitation of the South Fork and Lower Eel River Ecosystem, located near the town of Weott, Humboldt County, California.

  • SPN-2019-00081 - Napa County Water Stream Maintenance Program

    Expiration date: 4/8/2022

    Napa Flood Control and Water Conservation District has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Regional General Permit to conduct routine stream maintenance activities in flood control channels and other channels covered by a maintenance agreement or easement, in Napa County, California.

  • SPN-2020-00385 Walnut Creek and Grayson Creek Desilting Project

    Expiration date: 2/5/2022

    The Contra Costa County Public Works Department has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to install temporary access ramps within Section 404 jurisdictional waters in order to remove approximately 123,800 cubic yards of sediment from Walnut Creek and 42,500 cubic yards of sediment from Grayson Creek
