NAPA RIVER, SALT MARSH RESTORATION
GENERAL INVESTIGATIONS


PROJECT LOCATION AND DESCRIPTION:
The Napa Salt Marsh wetlands are located approximately 45 miles north of San Francisco, California, along the northern portion of San Francisco Bay. These wetlands originally encompassed 25,000 acres, but agriculture and development have reduced them to 36% of their former extent. In 1994 the Cargill Salt Company ceased production of salt and sold over 9,800 acres of lands in the study area to the State of California. The land is managed by the California Department of Fish and Game. The non-Federal sponsor for Feasibility was the California Coastal Conservancy. The non-Federal sponsor for Construction is the California Department of Fish and Game. The California Coastal Conservancy will continue to be involved as a project partner.

FY11 ACCOMPLISHMENTS: The San Francisco District is currently developing the Project Partnership Agreement (PPA) with the California Department of Fish and Game. The District and Sonoma County Water Agency finalized a Memorandum of Understanding to formalize cost share crediting for the pipeline design and construction.

FY 12 ACCOMPLISHMENTS: Approve and sign the PPA.  Finalize. Conduct review of Design Document Report and Plans and Specifications.  With final approval, start construction of Ponds 6, 6A, 7, 7A, and 8.

ISSUES AND OTHER INFORMATION:

The Office of the Assistant Secretary for the Army (Civil Works) denied Sponsor request to have a cost limit on the Pre-construction, Engineering and Design (PED) phase.  To resolve completion of design, the PPA will include both the PED and Construction phases.


The final Feasibility Report, completed in June 2004, recommended that seven of the project’s twelve salt ponds, Ponds 4, 5, 6, 6A, 7, 7A, and 8, be restored to salt marsh wetlands. The Chief’s Report was signed in December 2004 and clearance from the Office of Management and Budget was provided in December 2005. Water Resources Development Act (WRDA) 2007 added features to the recommended project, i.e. a recycled water pipeline to provide fresh water for pond desalinization, and Ponds 1, 1A, 2, 2A and 3. The sponsors constructed the five ponds that were added to the approved project. The Sponsor also constructed Ponds 4 & 5 and 90% design prior to project authorization and prior to signing a Project Partnership Agreement. Under Title II of WRDA 2007, credit is authorized for some or all of the Sponsors advanced construction activities subject to an integral determination finding.   Integral Determination Report, July 2010, approved credit for some features constructed by the Sponsor.
