SAN FRANCISCO HARBOR OCEAN BEACH
CONTINUING AUTHORITY, SECTION 204 – BENEFICIAL USES OF DREDGED MATERIAL

PROJECT LOCATION AND DESCRIPTION

The project is located along San Francisco Ocean Beach.  Severe and persistent erosion threatens municipal wastewater infrastructure. Dredged material from O&M maintenance of the San Francisco main ship channel, the gateway to San Francisco Bay will be utilized to construct sand dunes along the eroded stretch of beach to provide shoreline protection and environmental and recreational benefits.

FY 19 ACCOMPLISHMENTS (based on the availability of funds)

  • Sign Design Agreement PPA
  • Initiate Design and Implementation (DI) Phase

FY 20 ACCOMPLISHMENTS (based on the availability of funds)

  • Complete Design Phase
  • Sign Construction PPA
  • Execute Implementation (construction of dunes)
  • Team will acquire all necessary environmental permitting to construct in 2020.

ISSUES AND OTHER INFORMATION

  • The City and County of San Francisco are the Non-Federal Sponsor (NFS).
  • This project did not receive funds from the American Recovery and Reinvestment Act of 2009 (ARRA), Title IV, Pub. L. No. 111-5, 123 Stat. 115, Feb. 17, 2009.
  • No PPA has been signed and commenced to date to go forward with the project. 
  • New Section 204 implementation guidance has not been fully interpreted and rendered by HQ.  However, the approved DPR was reviewed at HQ in 2016 and the project was allowed to go forward with signing a PPA.
  • The NFS has to complete CEQA before signing of the construction PPA.
  • The NFS and Corps have agreed to the bifurcation of the PPA into a design PPA (DA) and construction PPA to alleviate the NFS’s CEQA issue. 
  • SPN has received the NFS’ concurrence on the draft DA PPA language.
  • The draft DA is currently in ASA for formal review and approval with no actual turnaround date at this time. 
  • Significant delays with the formal review process for the DA has caused the obtaining of design and construction milestones to be further delayed.
