Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.
We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.
Email comments are preferred. To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block. All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

The United States (U.S.) Army Corps of Engineers (Corps), Albuquerque, Los Angeles, Sacramento, and San Francisco Districts (Districts) have established new Section 404 Clean Water Act (CWA 404) Letter of Permission (LOP) abbreviated processing procedures for authorizing discharges of dredged or fill material into waters of the United States (U.S.) which have minimal or less than significant impacts on the human environment.
The categories of activities authorized by this regional CWA 404 LOP procedure include those which would result in the permanent loss of all aquatic functions and services of no more than: one (1) acre of waters of the U.S (i.e., conversion to dry land) or 1000 linear feet of streambed (.i.e., conversion to underground pipes or culverts), and would have an overall minimal impact, individually and cumulatively, on aquatic resources and the human environment. Examples of activities to be authorized include, but are not limited to: residential, commercial, industrial, recreational, agricultural, and municipal development; renewable energy; transportation, infrastructure, and utility lines; mining; flood and sea level rise protection; storm-water management and polishing; survey, research, testing and monitoring; environmental remediation, restoration, and enhancement; repair, rehabilitation, and maintenance; and hydropower, reclamation, and reuse facilities.
This regional CWA 404 LOP procedure is effective immediately and is available to applicants meeting all the terms and requirements of the procedure.
