SUBJECT: New Requests to be Submitted through the Regulatory Request System
The purpose of this special notice is to inform the public that the San Francisco District of the U.S. Army Corps of Engineers (USACE) is transitioning to accepting all new requests for Regulatory Program products through the USACE’s Regulatory Request System.
Effective May 1, 2026, the San Francisco District expects all new requests for Regulatory Program products to be submitted through USACE’s Regulatory Request System (RRS) at https://rrs.usace.army.mil. New requests submitted by email, including through the district’s general mailbox (“CESPN-RG-Info@usace.army.mil”), or other means may not get processed promptly.
The RRS is a secure, web-based platform designed to provide a consistent experience across the USACE Regulatory Program, streamline data collection, and improve customer service and response times. The RRS allows users to submit requests for pre-application meetings, permits, jurisdictional determinations, and no permit required letters. Once a request is submitted, the requestor receives email confirmation and the action is assigned to a staff member within 2 business days, with a second email to the requestor providing contact information. The RRS also allows users to upload supporting documentation, track the status of requests, review and comment on public notices, report potential violations, and get information about the Regulatory Program, all in one centralized location.
After May 1, 2026, submitting new requests through means other than RRS may result in processing delays. Note that customers may continue to send general inquiries and post-permit follow-up materials, such as monitoring reports and compliance certifications, to the San Francisco District’s general mailbox, which will be checked by staff at least once a week.
As part of the transition to accepting all new requests for Regulatory Program products through RRS, the San Francisco District will also be updating its website to remove Regulatory Program information already available in the RRS. The San Francisco District website will instead focus on region-specific information and direct users to the RRS as the select method for submitting new requests.
This transition supports USACE’s ongoing efforts to modernize Regulatory Program processes, leverage technology, streamline processes, and improve transparency.
