PROJECT LOCATION AND DESCRIPTION

The Lower Colma Creek Section 103 study addresses the problem of coastal flood risk to the South San Francisco Water Quality Control Plant (SSF WQCP) located in the City of South San Francisco, San Mateo County, California. A Federal Interest Determination prepared by the San Francisco District of the U.S. Army Corps of Engineers determined that if there is no project, the SSF WQCP facility is at risk of coastal flooding. The primary consequence of this would be loss of wastewater treatment services to more than 120,000 people, discharge of untreated wastewater into San Francisco Bay, and inundation damage to the facility.  Additionally, there could be a loss of wastewater treatment services to the service population until damage to the facility infrastructure could be repaired. Flood mapping indicates that flooding during a base year one percent annual chance exceedance coastal event is expected to cause flooding and damage the SSF WQCP infrastructure, which could potentially lead to service outages/closures that could have serious public health, safety, and environmental impacts due to untreated sewage backing up into streets, homes (basement toilets), or being released untreated into Colma Creek or the San Francisco Bay. Over time and with sea level rise, the risk of physical damage due to coastal flooding and associated service interruptions is likely to increase.

The project is currently in the feasibility study phase. Alternatives are under development which are intended to reduce the risk of coastal flood damage and life safety in the study area.

Measures currently being evaluated include both structural and non-structural solutions. Non-structural solutions are those which prevent flood damage without preventing flooding, such as floodproofing. Structural measures are those which affect the flow of water and minimize the risk of flooding occurring in a given location. The following measures are under evaluation:

  • Floodwall(s)
  • Natural and nature-based features
  • Ecotone levee
  • Tide gate
  • Flood warning systems (non-structural)
  • Raising critical infrastructure in place (non-structural)
  • Flood proofing of key structures (non-structural)
  • Installation of pumps (non-structural)
