INVESTIGATIONS

PROJECT LOCATION AND DESCRIPTION

The project is located along the Napa River within the city of St. Helena. Major floods occurred on the Napa River in this area in 1986, 1995, 1997, and 2006. Combined, these floods cost the community over $95.6 million in property damages. The project will restore habitat of the natural floodplain terraces, including riparian and aquatic habitat, will restore native plant and tree communities through re-vegetation efforts, and will provide 100-year flood protection to the area.

FY 18 ACCOMPLISHMENTS

  • No work accomplished due to no available funding

FY 19 ACCOMPLISHMENTS (based on the availability of funds)

  • Update the PMP and execute a Feasibility Cost Sharing Agreement (FCSA)
  • Hold a SMART charrette.
  • Initiate the Feasibility Study (FS).

ISSUES AND OTHER INFORMATION

  • The City of St. Helena is the Non-Federal Sponsor. (NFS).
  • The project was authorized by the Water Resources Development Act (WRDA) 2007 for construction without the benefit of a completed Corps Feasibility Study.
  • The NFS began construction in May 2009 and completed construction in 2010.
  • In 2009, WRDA 2007 Implementation Guidance was issued stating that feasibility would first have to be determined through a completed Chiefs Report. Subsequent to the implementation guidance and an Energy and Water Appropriation in FY 09, a project site visit and review of project plans was conducted by the San Francisco District (SPN) leading to concern that the constructed project would not meet USACE design standards.
  • As per the implementation guidance, a draft PMP was developed that estimated a full feasibility study cost of approximately $1.2M dollars and a 18 month schedule with full capability funding.
