PROJECT LOCATION AND DESCRIPTION

Noyo Harbor is located at Fort Bragg, California, which is approximately 140 miles north of San Francisco. The project consists of Operations and Maintenance (O&M) of a shallow-draft harbor of refuge that supports a Coast Guard search-and-rescue station, commercial and sport fishing, and recreational boating. The O&M schedule provides for a three-year cycle of maintenance dredging of the Entrance and River Channels to a depth of 10 feet Mean Lower Low Water (MLLW), two-year interim inspections, and periodic repairs of the entrance jetties.

ISSUES AND OTHER INFORMATION

  • The Noyo Harbor District is the Non-Federal Sponsor (NFS).
  • This project did not receive funds from the American Recovery and Reinvestment Act of 2009 (ARRA), Title IV, Pub. L. No. 111-5, 123 Stat. 115, Feb. 17, 2009.
  • The harbor entrance was experiencing severe shoaling, which curtailed the Coast Guard missions of Homeland Security and Search and Rescue. The NFS dredged the harbor entrance with Federal Emergency Management Agency (FEMA) funding in FY 06. However, the entrance was not completely dredged because of upland placement-site capacity limitations.
  • The NFS is presently 100% responsible for furnishing a suitable upland placement site for the project, and the original project authorization language is being researched to determine if cost-sharing relief can be provided to the NFS to facilitate future dredging.
  • The harbor channel was dredged to a depth of 10 feet Mean Lower Low Water (MLLW) in the 2016 season (July to October).  Approximately 10K cubic yards (CYDS) of material was dredged and placed in the designated upland disposal site.  Due to severe wave action that was experienced in the harbor channel entrance that made conditions impossible to dredge, this area was not completed, approximately 5K CYDS remaining.  The remaining areas of the harbor channel were dredged to completion.
  • In 2020, the harbor channel was dredged to a depth of 10 feet MLLW.  Approximately 10K cubic yards (CYDS) of material was dredged and placed in the designated upland disposal site.  Again, due to severe wave action that was experienced in the harbor channel entrance that made conditions challenging to dredge.  The required dredging of the harbor channel was completed within the period of performance and environmental work window.
  • In FY22, the project received $2.5M from the IIJA for the repair of the North Jetty.
  • The project received $4.45M in the President’s Budget in FY23 for maintenance dredging of the channel.
  • Maintenance dredging of the channel in FY23 has been deferred to FY24 due to the NFS requesting additional time to prepare the upland disposal site to receive material.
  • The current project delivery team will be commencing the preparation of plans and specifications and environmental permitting for future dredging and repair of the jetty.
