Management Plan 2001 (Long-Term Management Strategy for the Placement of Dredged Material in the San Francisco Bay Region)

PROJECT LOCATION AND Description

The project area includes San Francisco, San Pablo, and Suisun Bays in California. The goals for the Long-Term Management Strategy (LTMS) are to maintain in an economically and environmentally sound manner navigation channels in San Francisco Bay; conduct dredged material disposal in the most environmentally sound manner; maximize the use of dredged material as a resource; and maintain the cooperative permitting framework for dredging/disposal. All management activities are designed to accomplish these goals. The San Francisco Bay Regional Dredged Material Management Plan (RDMMP) is an operations planning effort under the SF Bay LTMS project.

FY 26 ACCOMPLISHMENTS TO DATE

  • District received unanimous approval by the commissioners of the San Francisco Bay Conservation and Development Commission (BCDC) to put Regional Dredge Material Management Plan (RDMMP) for San Francisco Bay into action.

FY 25 ACCOMPLISHMENTS

  • The RDMMP PDT reviewed and responded to hundreds of comments submitted through DQC, ATR, Public, and MSC reviews.
  • Final report reviewed and approved by District and Corps staff.
  • NEPA and other approvals extended to cover the FY25 dredging program since coverage expired.

FY 24 ACCOMPLISHMENTS

  • RDMMP team developed draft array of alternatives for all the navigation channels in the San Francisco Bay region.
  • The RDMMP NEPA Public Review conducted.
  • Remaining gap analysis efforts (Sediment Transport Modeling, Ecological Modeling, Benefit Analysis, Sediment Monitoring Framework) progressed to contribute to future RDMMP updates.

ISSUES AND OTHER INFORMATION

  • Dredging and disposal costs continue to rise with decreased disposal site capacity coupled with increased pressure by Regulatory Agencies to beneficially reuse sediment.
  • The Dredged Material Management Office is a critical component of the San Francisco Bay LTMS for management of unconfined aquatic placement and beneficial use of dredged material.  USACE dredging projects are allowed continued use of cost-effective aquatic placement in part due to the oversight and management of aquatic disposal provided by the DMMO.
  • As part of Regional Sediment Management activities, the 1122 pilot study on strategic in-bay placement of sediment is a key component in the identification and development of placement alternatives and driver in O&M cost reduction.
  • Future RDMMP updates will occur on a 5-year horizon and will incorporate new study, survey, and placement site data as it becomes available.
