Mission

To manage and direct the Equal Employment Opportunity (EEO) and Affirmative Employment Programs of the San Francisco District.

Functions

  • Advise District leadership to ensure equal opportunity in all aspects of employment.
  • Implement programs designed to attain a workforce at all grade levels and occupational categories that is representative of the appropriate civilian labor force.
  • Administer the program for processing informal and formal complaints of discrimination.
  • Disseminate EEO program information to assure understanding by management and all employees.

Complaint Procedures

WHO MAY FILE
 

Any employee, former employee, applicant for employment or an individual working on an Army installation who believes he or she has been discriminated against because of race, color, religion, sex, national origin, physical or mental handicap, age, and/or reprisal in an employment matter subject to the control of the U.S. Army Corps of Engineers, San Francisco District may file an Equal Employment Opportunity Complaint (EEO) regarding employment practices in the District. An attorney designated in writing by the complainant may also file the complaint for the complainant.

 

 
TIME LIMITS
 

In order for a complaint to be timely, an individual must contact the EEO Office for pre-complaint counseling via traditional EEO Counseling or alternative dispute resolution. The complaint will be deemed timely if it is filed within 45 calendar days after the alleged discrimination OR personnel action OR when the complainant became aware OR reasonably should have become aware of the action. Failure to meet this 45-calendar day time limit may result in the dismissal of a formal complaint.

 

 
WHERE TO FILE INFORMAL COMPLAINTS OF DISCRIMINATION
 
Any person who believes he or she has been a victim of unlawful discrimination in an employment matter under the jurisdiction of U.S. Army Corps of Engineers, San Francisco District should contact the EEO Office to file an informal complaint.

 

 

WHERE TO FILE FORMAL COMPLAINTS OF DISCRIMINATION
 
An employee, applicant or former employee who has been counseled regarding a claim of discrimination and has received a Notice of Right to File Letter from the EEO Counselor, has 15 calendar days to file a formal complaint. The complaint must be in writing and filed in person by the individual or representative, or by mail or fax with any of the following officials who are authorized to receive discrimination complaints:
