OAKLAND HARBOR DEEPENING – 50 FEET
CONSTRUCTION
PROJECT LOCATION AND DESCRIPTION
Oakland Harbor is located on the eastern shore of central San Francisco Bay immediately south of the San Francisco-Oakland Bay Bridge in the City of Oakland. It is the ninth busiest container port in the nation. The objective of this project is to deepen the Federal channels of the Oakland Harbor and Port-maintained berths from a depth of -42 feet Mean Lower Low Water (MLLW) to -50 feet MLLW. Approximately 12.8 million cubic yards of the sediment dredged during this project was used to create environmental enhancement and wetland habitat at the Middle Harbor Enhancement Area (MHEA), the Hamilton Army Airfield Wetlands Restoration project (HWRP), and the Montezuma Wetlands Restoration project (MWRP).

FY23 AND FY24 ACCOMPLISHMENTS
- Conceptual design to complete construction of MHEA marsh and beach.
- Limited eelgrass planting in the MHEA.
- Environmental monitoring in the MHEA conducted by the USGS.
ISSUES AND OTHER INFORMATION
- The Port of Oakland is the Non-Federal Sponsor (NFS).
- Funding to complete construction was received in FY 2016. Additional funds were received in FY 2017.
- The Chief’s Report for the deepening was signed 21 April 1999, and a Design Agreement for Preconstruction Engineering and Design (PED) of the -50 foot MLLW project was executed on 24 March 1999. PED was initiated in April 1999. The Project Cooperation Agreement (PCA) was signed and executed May 2001. The first phase of the Inner Harbor Turning Basin construction was completed in September 2003. The dredging of both the Inner and Outer Harbors to a depth of -46 feet MLLW was completed in October 2005. The Outer Harbor deepening to -50 feet MLLW was completed in November 2008. The Inner Harbor deepening to -50 feet MLLW was completed in January 2010.
- The San Francisco Bay Conservation and Development (BCDC) issued a request for remedial action at MHEA on 06 November 2018.
- The Total Funding section implies that the project cost-share is out of balance (fed funds through FY19 > estimated federal cost). This is true and a result of the recent O&M/CG obligation audit conducted by the Technical Lead of the project. There is a waiver in place in CEFMS for CS 264. In addition to project activities at MHEA, the PDT is conducting interim accounting and auditing of the entire project, the goal of which is to reach an agreement on project costs to date, and to eventually rebalance cost-share contributions from the NFS.
