South San Francisco Bay Shoreline, Sunnyvale Investigations

 

PROJECT LOCATION AND DESCRIPTION

The study area includes South San Francisco Bay Shoreline extends from the city of Palo Alto to the city of San Leandro and includes 15,100 acres of salt ponds.  The Congressionally authorized study name is South San Francisco Bay Shoreline Study, California.   The Phase 1 study focused on the Alviso Pond Complex area and was completed in December of 2015.  The Phase II study, Santa Clara County, focused on the remaining pond complexes in the authorized study area of Palo Alto, Sunnyvale, Mountain View and Santa Clara but is now pending termination.

The South San Francisco Bay Shoreline Sunnyvale project is a multi-purpose study examining coastal flood risk management, ecosystem restoration, and recreational opportunities in the vicinity of Economic Impact Areas (EIAs) 5 to 10, located in Sunnyvale, unincorporated Santa Clara County, portions of Mountain View and City of Santa Clara. The authorized study area encompasses bay shoreline from the Permanente Creek and Mountain View Slough on the west, along the South San Francisco Bay shoreline east to the Guadalupe River and Alviso Slough. These EIAs comprise various creeks, sloughs and drainage channels, an airfield, a water quality control plant, one recycling process station, and a number of salt ponds previously used for commercial salt production by Cargill, Inc. Urban developments within these EIAs include commercial buildings, private/residential dwellings and public infrastructure.

FY23 AND FY24 ACCOMPLISHMENTS

  • Federal Cost Share Agreement (FCSA) with Valley Water (VW) signed August 2023 with an amended FCSA signed January 2024 adding California State Coastal Conservancy (CSCC).
  • Multiple meetings with the Non-Federal Sponsors (NFS) and stakeholders (VW, CSCC, USFWS, Sunnyvale WPCP, USFWS, NASA, and others are underway).
  • USACE project team attended briefing by SFEI on existing knowledge of study area.
  • Planning Charrette held November 30 and December 1, 2023 with NFS, partner agencies and stakeholders. 
  • Public Scoping Meeting held February 13, 2024

ISSUES AND OTHER INFORMATION

  • Valley Water and the California State Coastal Conservancy are the NFS.
  • Project complexity, numerous stakeholders, and funding pose significant risk to complete.
  • At the request of the NFS, USACE is completing an existing conditions ‘baseline’ hydraulic model earlier in the study process.
  • Identifying and determining conditions (short term and long term) of the various ponds will be critical to establishing future without project conditions.
