PROJECT LOCATION AND DESCRIPTION

The Cahto Tribe of Laytonville Rancheria is a federally recognized Indian Tribe comprised of Cahto and Pomo 202 acres and is located 3 miles west of Laytonville in Mendocino County.

The purpose of this study is to provide technical assistance to the Cahto Tribe in the preparation of floodplain maps. The Cahto Tribe does not have flood hazard maps that show the extent of flooding nor the depth of flooding along Cahto Creek for their Rancheria. Without the flood hazard maps, the tribe is unaware of their flood risk, which makes it challenging to inform future land development decisions and for disaster planning. The study will develop a hydrologic model along Cahto Creek that will produce discharges (flows) that will go into the hydraulic model. An existing Digital Elevation Model will be utilized to create the hydraulic model. If needed, these efforts will be supplemented with survey information. The hydraulic model will be calibrated to a prior flood event or highwater marks. The discharges developed from the hydrologic model will be used in the hydraulic model to determine channel capacity and to delineate floodplains. Assumptions and methodology for the hydrologic and hydraulic analyses along with the floodplain map development, will be documented in a report.

FY 23 ACCOMPLISHMENTS

None, this project is a FY 24 project. In FY 2023, the project team and Cahto Tribe coordinated a scope of work and budget request for funding.

FY 24 ACCOMPLISHMENTS

  • Project initiation, kick off meeting, and site visit.
  • Anticipated project completion by the 4th Quarter.

ISSUES AND OTHER INFORMATION

If it is determined that survey work is needed to supplement the HEC-RAS model, the project completion may be delayed because winter and spring flows on Cahto Creek could make it difficult for survey crews to access the creek and they may have to wait until the summer when flows subsided.
