PROJECT LOCATION AND DESCRIPTION
Golden Gate National Cemetery was one of seven national cemeteries established during the expansion of the National Cemetery System between the World Wars, specifically in 1934-1939. This first major expansion since the Civil War was due to an increased veteran population, combined with the rapidly depleting burial space at existing national cemeteries. Locations for the cemeteries were chosen primarily based on where veterans lived. The project location is in San Bruno, CA and consists of the following renovations and repairs:
- Installation and/or refurbishment of the components need to complete a function irrigation system which include a design of the new well and irrigation system. Currently, irrigation for the site uses municipal water though in the past, onsite production wells were used. These wells are still present as is a 700,000-gallon underground water storage tank and numerous water supply line. The existing structures will be evaluated for possible refurbishment, reuse, or removal as part of this task. The new irrigation system requires new agricultural production wells at the site and this requirement will be evaluated as part of this task as well. Demolition includes the existing pump house buildings.
- Repair and renovation of a number of onsite facilities including the Administration / Lodge Building, Maintenance / Storage Building. Install a new HVAC system for the buildings which covers all heating / cooling / ventilation system, natural gas boiler and wall mounted hot water convertors.
- Site work includes repair and paint historic wrought iron fence and pilasters at perimeter.
- Resurfacing and repair of specified sections of the onsite access roads. Under this task, a complete site topographic and utility survey will be conducted to determine how these will impact both the road and irrigation system construction.

ISSUES AND OTHER INFORMATION
- Multiple changes in priorities and scope within the last 2 years. The amount of work required at this site initially outpaced the amount of funding that the customer was able to allocate but that has since been addressed. The Lodge and Admin building renovation design was completed and pushed until at earliest an FY25 construction award so that the wells and irrigation can be fully funded. The annual water bill for this site is around $1.5M creating an urgent need to address the requirement. The upgrades to this system are extensive and with rising costs for construction, the Wells and Irrigation was the only project awarded in FY23. There is one point of contact that SHPO will speak to about cemetery projects and that person is in NCA. Minimal contact has been made with SHPO reference the Lodge/Admin and FCA repairs and the FCA repair is ready to be awarded pending SHPO concurrence. All documents were sent to SHPO over 3 months ago.
