PROJECT LOCATION AND DESCRIPTION

The project area includes San Francisco, San Pablo, and Suisun Bays in California. The goals for the Long-Term Management Strategy (LTMS) are to maintain in an economically and environmentally sound manner navigation channels in San Francisco Bay; conduct dredged material disposal in the most environmentally sound manner; maximize the use of dredged material as a resource; and maintain the cooperative permitting framework for dredging/disposal. All management activities are designed to accomplish these goals.

FY 22 accomplishments

  • Inter-agency coordination and limited funding of the Dredged Material Management Office (DMMO) which coordinates, dredged material management for all in-bay dredging, and other annual activities required to manage the LTMS program.
  • U.S. Army Corps of Engineers (USACE) staff labor for the DMMO and other annual activities required to manage the LTMS program.
  • Plan Formulation for the Regional Dredge Material Management Plan, which will govern the O&M Navigation Program for the next 20+ years.
  • Service contracts with ERDC, SFEI, and USGS for Interagency Working Group coordination, Regional Analysis Report, Sediment Transport Modeling, Decision Support Tool, and Ecological Modeling.

FY 23 accomplishments

  • Continued Inter-agency coordination and limited funding of the Dredged Material Management Office (DMMO), including USACE staff, which coordinates, dredged material management for all in-bay dredging, and other annual activities required to manage the LTMS program.
  • Continued Plan Formulation, detailed recommended plan, targeted completion of the RDMMP, contracting NEPA analysis, and public outreach.

ISSUES AND OTHER INFORMATION

  • Dredging and disposal costs continue to rise with decreased disposal site capacity coupled with increased pressure by Regulatory Agencies to beneficially reuse sediment.
  • As part of Regional Sediment Management activities, the strategic in-bay placement of sediment pilot study is a key component in the identification and development of placement alternatives and driver in O&M cost reduction.
  • The DMMO is a critical component of the San Francisco Bay LTMS for management of unconfined aquatic placement and beneficial use of dredged material.  USACE dredging projects are allowed continued use of cost-effective aquatic placement in part due to the oversight and management of aquatic disposal provided by the DMMO.
  • This iteration of the RDMMP aims to be completed and the recommended regional base plan approved in time for FY25 dredging season. Future updates with a 5-year horizon will follow subsequently, especially as new study, survey, and placement site data become available.
