Marin County Sediment Pulse FPMS Pilot

FLOODPLAIN MANAGEMENT SERVICES

PROJECT LOCATION AND DESCRIPTION

This project will investigate a Flood Risk Management (FRM)/Engineering with Nature (EWN) measure called Strategic Sediment Pulse Delivery (SSPD) to support tidal/coastal flood risk management in Marin County, California. SSPD is a “design with nature” approach to achieve flood risk reduction in tidal channels by disturbing and entraining sediments from the channel bottom during conditions when levels of turbidity are naturally elevated and allow tidal currents to transport sediment to the Bay. This alternative to dredging for flood risk and storage capacity uses natural tidal and wave forces to redistribute these sediments beneficially to mudflats and marshes, thus potentially reducing flood risk around tidal channels. The pilot project will model sediment transport in tidal channels at a single location in Marin County, San Francisco Bay to understand depth-limited flow as a floodplain hazard and its effectiveness in contributing to marsh sustainability, which would also support FRM in the tidal and coastal floodplain.

FY 23 ACCOMPLISHMENTS

  • Initiated project and assembled a panel of experts from relevant fields and disciplines.
  • Held the first technical working group workshop with the experts.
  • Decided on a study site based on discussion and feedback from the technical working group workshop.

FY 24 ACCOMPLISHMENTS

  • Held focus group workshops on specific issues regarding environmental impacts, dredging equipment, logistical constraints.
  • Began proof-of-concept modeling using the Adaptive Hydraulics model system.
  • Presented on this study at the North Central Coast Sediment Coordination Committee (NCCSCC) Q1 Meeting (21 Feb 2024).
  • Presenting on this study at the State of the Estuary Conference (12-13 Mar 2024).
