PROJECT LOCATION AND DESCRIPTION

The Pajaro River Flood Risk Management Feasibility Study is evaluating alternatives to address flooding along the Pajaro River and tributaries in Santa Cruz and Monterey Counties, CA. Flooding has resulted in substantial damages in the Town of Pajaro and the City of Watsonville and surrounding agricultural areas. Economic damages from the 1995 flood are estimated at between $50 and $95 million. The original project was completed in 1949 and no longer provides the designed level of protection. Monterey and Santa Cruz Counties recently had to mobilize emergency flood fighting efforts during a minimal rainfall event in 2017/2018 to ensure the integrity of the levees, ultimately culminating in PL 84-99 repairs that were completed in late 2018. The current recommended plan would provide 1% ACE level of protection for the City of Watsonville and the Town of Pajaro (including adjacent agricultural areas) and 4% ACE level of protection for the Orchard Park and Interlaken neighborhoods (including adjacent agricultural areas). The Study is scheduled to be completed in March 2019.

ACCOMPLISHMENTS AND OTHER INFORMATION

  • The Counties of Santa Cruz and Monterey are the Non-Federal Sponsors. (NFS).
  • The project is authorized for construction by the FCA 1966 § 203, P.L. 89-789.
  • The study culminated in a Director’s Report in March 2019
  • Funded in FY20 and FY21 for Preconstruction, Engineering and Design Work to prepare for Construction.
  • USACE is prepared to sign a Project Partnership Agreement for its construction phase as early as the end of FY22, pending appropriations for Construction.
