PROJECT LOCATION AND DESCRIPTION
Redwood City Harbor, the only deep water port in South San Francisco Bay, is located approximately 25 miles southeast of the City of San Francisco. An existing deep-draft navigation project, which was completed in 1965, is maintained by the U.S. Army Corps of Engineers (USACE). This proposed study will address deepening the project to a greater-than-authorized depth of 30 feet mean lower low water (MLLW) to accommodate the new, larger vessels that currently call on the port and require more than the authorized depth to carry more tonnage. These vessels are forced to light-load and top-off at other ports, significantly adding to the cost of calling on the port. Despite the current obstacles, commercial tonnage has increased over 1,300% since 1987.

FY 21 ACCOMPLISHMENTS
- Next steps will depend on decision to resume study.
ISSUES AND OTHER INFORMATION
- The Port of Redwood City is the non-federal sponsor (NFS).
- In 2012, the feasibility study was reset in accordance with USACE SMART Planning through a multi-day charrette with the NFS, key stakeholders, and USACE Vertical team.
- The study was put on hold in 2016 due to determination of lack of federal interest. However, subsequent benefit to cost ratio estimate is close to unity. The Port has experienced significant economic growth since 2016. Federal interest would need to be confirmed through more rigorous reassessment of economic benefits and costs.
- This study was terminated in FY20 per WRDA 2014 requirement that any study that has not received an appropriation for more than 5 years be terminated.
- Current economics support a renewed deepening study. The sponsor has provided a new Letter of Intent and we are pursuing new start funding.
