SOUTH SAN FRANCISCO BAY PHASE II INVESTIGATIONS 

PROJECT LOCATION AND DESCRIPTION

The study area includes South San Francisco Bay Shoreline extends from the city of Palo Alto to the city of San Leandro and includes 15,100 acres of salt ponds.  The Congressionally authorized study name is South San Francisco Bay Shoreline Study, California.   The Phase 1 study focused on the Alviso Pond Complex area and was completed in December of 2015.  The Phase II study, Santa Clara County, will focus on the remaining pond complexes in the authorized study area of Palo Alto, Sunnyvale, Mountain View and Santa Clara.  The purpose of the study is to examine tidal flooding problems, solutions and environmental restoration opportunities that would restore wetland habitat along the bay shoreline as well as related purposes such as recreation.

FY 22 and FY 23 Accomplishments

  • The NFS agreed to amend the FCSA (April 2022) to allow the project to receive accelerated funds. NFS and Fed funds, $150K each, were received October 2022.
  • Team wrapped up focused ATR of HEC-RAS hydraulic model in Spring of 2022. Team completed DQC of fragility curve analysis and economic analysis and concluded that FWOP does not result in a Federal Interest until the year 2060. 
  • ExCOMM held 30 Jan 2022; follow-up actions include potentially conducting an alternative FWOP analysis that includes tide-gate scope investigation.
  • If project does not continue, PDT will comply with study termination guidance provided by HQ and SPD.

ISSUES AND OTHER INFORMATION

  • The Non-Federal Sponsors (NFS) are The California State Coastal Conservancy and the Santa Clara Valley Water District.
  • The PDT has scoped the study to focus on a small area (Palo Alto + a small portion of Mountain View) rather than the much larger fully authorized project area.
