CONSTRUCTION
PROJECT LOCATION AND DESCRIPTION
The project is located within the city limits of Santa Cruz, CA about 70 miles south of San Francisco, and consists of floodwalls on top of various portions of the San Lorenzo River levees, levee toe-drains, a controlled overflow, channel dredging, flood proofing and habitat restoration measures.

ISSUES AND OTHER INFORMATION
- The City of Santa Cruz is the non-Federal Sponsor (NFS).
- As a part of the closeout activities, the NFS is requesting assistance on accrediting the project for Federal Emergency Management Agency Certification.
- Language included in the FY2009 Omnibus Appropriations Act, P.L. 111-8, Section 110, allows the sponsor to receive credit, not to exceed $2,000,000, for replacement and reconstruction of the Soquel Avenue Bridge.
- The current OMRR&R Manual covering the functional portion of the project was delivered to the City of Santa Cruz in August 2018, at the same time the Corps provided the completion letter for that functional portion. A final OMRR&R manual for the entire project is currently being prepared, and will be provided when the full project is completed after the repairs have been made to the damaged pavement section.
- The NFS has concerns regarding their new hydrology analysis from the "February 2017 Storms" that indicates that the 3.5 feet of freeboard the project was authorized for and built to was reduced to approximately 1 to 2 feet of freeboard between Highway 1 and Soquel Avenue Bridge and therefore, the project no longer is functioning for its intended purpose.
- The NFS in the past has requested to arrest all coordination on the O&M manual and project closeout activities until this issue is resolved; however, they have been agreeable to move forward with the closeout of the project.
