CONSTRUCTION ENVIRONMENTAL INFRASTRUCTURE

PROJECT LOCATION AND DESCRIPTION

The Howonquet Village and Resort (HVR) and Tolowa Dee-ni’ Nation (TDN) Wastewater Improvement Environmental Infrastructure Project is located at the mouth of the Smith River, in Smith River, CA, approximately five miles south of the California/Oregon border. The HVR and TDN Wastewater Improvement Project will provide reliable wastewater service to the current residents of HVR, as well as to the future cultural facilities that TDN will be developing on the site of its ancestral Howonquet Village. The San Francisco District will partner with TDN to provide design and construction assistance for improvements to two components of the the HVR Wastewater system: a collection system, lift stations, and sewer main; and a wastewater plant expansion project.

FY23 AND FY24 ACCOMPLISHMENTS

  • Project Partnership Agreement anticipated to be executed in late spring.
  • 60% design contract for improvements to the collection system, lift stations, and sewer main will be advertised this summer.

ISSUES AND OTHER INFORMATION

  • There are 150+ homes in a mobile home park located on the coast of the Pacific Ocean at the mouth of the Smith River, in Smith River, CA. These homes are served by a wastewater system that was installed 50+ years ago. The collection system and rudimentary treatment system (a lagoon) have outlived their service life and are in a state of disrepair. The collection system of sewer mains and laterals are “orangeberg” pipe, which compacts and breaks, requiring frequent repair. The lagoon treatment ponds sit ¼ mile from the pristine Smith River estuary, and thus threaten the risk of pollution.
