PROJECT LOCATION AND DESCRIPTION

Upper York Creek Dam is located approximately 60 miles north of San Francisco, in the City of St. Helena, Napa County, California. It is an earthen dam built around the turn of the 20th century, and its reservoir has served as a water supply for the City of St. Helena. The proposed project would create and restore approximately two acres of channel, including riparian and upland habitat, near the dam. It would also reconnect approximately two miles of stream-corridor habitat and associated upland habitat, improving both water quality and rearing, resident, and migratory habitats for Federally listed (threatened and endangered) species.

  • Perform financial closeout and terminate the project.

ISSUES AND OTHER INFORMATION

  • The City of St. Helena is the Non-Federal Sponsor.
  • A Project Partnership Agreement (PPA) was signed and funds were appropriated in FY 08. However the City has not provided their required cost share.
  • The NFS has requested that the project be terminated but will not provide their outstanding cost share balance.
  • This project did not receive funds from the American Recovery and Reinvestment Act of 2009 (ARRA), Title IV, Pub. L. No. 111-5, 123 Stat. 115, Feb. 17, 2009.
  • Project work was suspended in FY 04 because of Section 206 funding constraints.
