PROJECT LOCATION AND DESCRIPTION
Construction of 70,000 SF multi-story building for Research and Veterinary Medicine (Bldg. 40). Demolition associated this project includes removal of the existing water tower adjacent to the site, along with buildings 14, 18, 21, and T-23. Seismic retrofit and interior renovation of Buildings 1, 6, and 8, as well as the expansion of an existing parking garage and demolition of building 12. Due to limited space the construction will be completed in 6 phases.

FY 23 ACCOMPLISHMENTS

ISSUES AND OTHER INFORMATION
- Construction: Building 40 solicitation was cancelled on 29 August 2019 due to insufficient funds to award due to risks including high market cost of construction, cost impacts related to constrained site, and high labor for the area. Project is under redesign to lower cost and is proceeding through Construction Development (CD) submittals stage with anticipated award in January 2025. Risks continue to be cost of construction due to the inflationary pressures on overall market cost.
- Seismic Retrofit: Buildings 1, 6, and 8 will need to be vacated prior to San Francisco District (SPN) awarding the construction contracts for these facilities. The ability to vacate these facilities is contingent upon an executable VA swing space plan for construction.
- Campus Construction Phasing: Construction phasing and sequencing of multiple ongoing and planned construction on campus identified as medium to high risk. This risk is compounded by multiple agencies executing campus projects, confined campus, limited laydown areas, limited parking, and requirement to simultaneously maintain quality campus operations and treatment of Veterans.
