Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.


The Public Notices are in pdf format. To read the files you may need to download and install Adobe Acrobat Reader or another comparable program

The Sonoma Marin Area Rail Transit (SMART) has applied for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the reconstruction and modification of rail line along approximately 18 miles of existing track along the SMART railroad right-of-way (ROW) from milepost (MP) 37.02 in Petaluma, Sonoma County, California down to milepost 19.3 in San Rafael, Marin County, California.

A Public Information Meeting, lead by SMART, will be held from 6:30 PM until 8:30 PM on Thursday, November 14, 2013 at the San Rafael City Hall-Council Chambers (see attached Special Public Notice for the agenda). The San Rafael City Hall - Council Chambers is located at 1400 5th Avenue, San Rafael, California 94901. The purpose of the meeting will be to inform the public about the project, its environmental impacts, and proposed compensatory mitigation.
