Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-2023-00513 Vulcan Landing Way Pier Dredging and Maintenance

    Expiration date: 1/18/2024

    Vulcan Materials Company – Western Region (Vulcan) through its agent, Boudreau Associates has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to perform dredging at the Vulcan Landing Way Pier located in Sonoma County, California. The purpose of the proposed dredging is to provide adequate depth for the existing berth area at Vulcan Landing Way Pier to allow safe navigational depths for commercial vessels. The applicant proposes to dispose of the dredge sediment at the San Francisco Deep Ocean Disposal Site (SF-DODS), an in-bay disposal site, or a beneficial reuse site. This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.) and Section 103 of the Marine Protection, Research and Sanctuaries Act of 1972, as amended (33 U.S.C. § 1413 et seq.).

  • SPN-2023-00436 Eureka Flood Reduction and Sea Level Rise Resiliency Project

    Expiration date: 1/12/2024

    The City of Eureka, has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to implement the City of Eureka Flood Reduction and Sea Level Rise Resiliency Project within urbanized coastal areas to reduce flooding, increase sea level rise resiliency, and improve water quality entering Humboldt Bay. The Project would increase the storage capacity and conveyance of the storm drain network, implement flow attenuation, and water quality improvements, reduce trash conveyance into waterways, and enhance tidal circulation to provide flood reduction and sea level rise resiliency. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2023-00412S Regional General Permit for the San Francisco International Airport Shoreline Structures Repair Program

    The San Francisco International Airport, San Francisco, California 94128, has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit for a regional general permit (RGP) to implement the San Francisco International Airport Shoreline Structures Repair Program.   • Dredged Material Management Office: Change to DMMO Meeting Document Submittal Timeline

    Expiration date: 12/6/2023

    The U.S. Army Corps of Engineers San Francisco District, in coordination with the interagency Dredged Material Management Office (DMMO), will require project documents to be submitted at least two weeks or 14 days prior to the meeting date to be considered for the meeting agenda. Documents and agenda requests can be uploaded to the DMMO Database website meeting area at: https://www.dmmosfbay.org/ The proposed change to the DMMO meeting document submission timeline will be effective starting for the DMMO meeting schedule for January 10, 2024. Documents and requests to be on the agenda for the January 10th meeting will be due by close of business on December 27, 2023.

  • SPN-2021-00072S Deer Island Basin Complex Tidal Wetland Restoration Design Project

    Marin County Flood Control and Water Conservation District, 3501 Civic Center, Ste 304, San Rafael, California 94903, through its agent, ESA associates, 775 Baywood Drive, Suite 100, Petaluma, California 94954, has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to implement the Deer Island Basin Complex Tidal Wetland Restoration Design Project (Project), located in Marin County, California. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2008-00077 Wood Creek Phase III Felt Ranch Off-Channel Rearing Habitat Project

    Expiration date: 11/19/2023

    Northcoast Regional Land Trust, through its agent, GHD, Inc., has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to restore the historical connectivity and function of the existing freshwater wetlands on the Felt Ranch property through the creation of channels connecting lower Wood Creek to Freshwater Slough, thus enlarging the existing stream-estuary ecotone of Freshwater Creek and Humboldt Bay. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • 2015-00016S Port of San Francisco, Regional General Permit for Maintenance and Repair

    Expiration date: 10/28/2023

    The Port of San Francisco, Pier 1, The Embarcadero, San Francisco, California 94111, through its agent, Environmental Science Associates, has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to perform maintenance, repair, rehabilitation, restoration or replacement of any previously authorized structure and other deleterious fill. The work locations would be along the Port of San Francisco’s 7.5-mile waterfront.

  • SPN-2019-00173 Proposed Montezuma Island Mitigation Bank, Sacramento and Solano Counties, California

    Expiration date: 9/24/2023

    Pacific Gas and Electric Company has applied to the U.S. Army Corps of Engineers and other members of the Interagency Review Team to establish the Montezuma Island Mitigation Bank.  If authorized, this mitigation bank would receive money from individuals or entities receiving Corps authorization under Section 404 of the Clean Water Act of 1972, when appropriate, to provide compensatory mitigation credit pursuant to the requirements of the 2008 Corps-EPA Compensatory Mitigation Rule. Additionally, the proposed mitigation bank may be utilized to offset unavoidable impacts to waters of the State that are regulated by the Regional Water Quality Control Board under Section 401 of the Clean Water Act or Section 13260 of the Porter-Cologne Act; stream alteration and state-listed endangered species impacts regulated by the California Department of Fish and Wildlife under Section 1602 of the California Fish and Game Code and California Endangered Species Act; and impacts to endangered species regulated by the U.S. Fish and Wildlife Service and National Marine Fisheries Service under the federal Endangered Species Act.

    The U.S. Army Corps of Engineers Los Angeles, Sacramento, and San Francisco Districts (Districts) have issued Regional General Permit 10 authorizing activities involving the discharge of dredged or fill material into waters of the United States, including wetlands, and/or structures or work in or affecting navigable waters of the United States associated with wildfire mitigation, including wildfire prevention, protection, response, clean-up, and recovery from wildfires in the State of California.

  • SPN-2012-00302 Santa Clara Valley Habitat Conservation Plan In-Lieu Fee – Pacheco Creek Reserve Restoration Project

    Santa Clara Valley Habitat Agency, 535 Alkire Avenue, Suite 100, Morgan Hill, California 95037, has applied to the U.S. Army Corps of Engineers, San Francisco District, to modify the In-Lieu Fee Instrument for the Santa Clara Habitat Conservation Plan In-Lieu Fee to include the Pacheco Creek Reserve Restoration Project, located near the City of Gilroy in Santa Clara County, California. This instrument modification is being processed pursuant to the provisions of the “Mitigation Rule of 2008” (33 C.F.R. Part 332), Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2020-00231N Availability of Prospectus: Mendocino Coast Mitigation Bank

    Expiration date: 11/13/2023

    Resource Environmental Solutions has submitted an updated Prospectus to the U.S. Army Corps of Engineers, San Francisco District, and other members of the Interagency Review Team for the establishment of the Mendocino Coast Mitigation Bank. If authorized, this mitigation bank would receive money from the California Department of Transportation, and potentially also from other individuals or entities, receiving Corps authorization under Section 404 of the Clean Water Act of 1972, when appropriate, to provide compensatory mitigation credit as part of Section 404 permits or enforcement actions within the proposed service area. Additionally, the proposed mitigation bank may also be utilized to offset unavoidable impacts that are regulated by the California Regional Water Quality Control Boards under Section 401 of the Clean Water Act or Section 13260 of the Porter-Cologne Act, the California Coastal Commission under the California Coastal Act, and the California Fish and Game Code (CFGC) Section 1602.

  • SPN-2009-00430 Napa Yacht Club Maintenance Dredging

    Expiration date: 5/24/2023

    The Napa Yacht Club Homeowners Association through its agent, has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to perform maintenance dredging of the Napa Yacht Club. The purpose of the proposed dredging is to return the Napa Yacht Club to its originally permitted depth to allow safe navigational depths for recreational boats. The Napa Yacht Club is located in Napa, Napa County, California.

    GH PacVest, LLC has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to construct a mixed use development at the eastern extent of the City of Dublin.

    American Canyon Ventures LLC, 516 Oak Vista Court, Santa Rosa, California, 95409, through its agent, Gillenwater Consulting, LLC, 5667 Kingsford Avenue, Park City, Utah, 84098, has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the construction of a residential subdivision, located on an undeveloped parcel within American Canyon, Napa County, California. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.).

  • SPN-2012-00248 VALERO BENICIA REFINERY MAINTENANCE DREDGING

    Expiration date: 5/10/2023

    Valero Refining Company – California, through its agent Pacific EcoRisk has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to dredge approximately 1,000,0000 cubic yards of sediment from the Benicia Refinery in Benicia, Solano County, California.  The purpose of the proposed dredging is to maintain navigable depths at the Benicia refinery for vessels carrying oil products to and from the refinery and support vessels including emergency spill response vessels. 

  • SPN-2012-00173 Emeryville Access Channel Maintenance Dredging Public Notice

    Expiration date: 5/1/2023

    The City of Emeryville has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to dredge approximately 150,000 cubic yards of sediment from the Emeryville Entrance Channel.  The project is located in Emeryville, Alameda County, California.  The applicant proposes to dispose of the dredged sediment at the Alcatraz Disposal Site (SF-11).  The purpose of the proposed dredging is to return the Emeryville Channel to allow safe navigational depths for recreational boats. 

  • SPN-2007-00751N Freshwater County Park Summer Dam Installation

    Expiration date: 4/21/2023

    Humboldt County Department of Public Works, 1106 2nd Street, Eureka, California, has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to annually install a summer dam for recreational purposes, on Freshwater Creek, tributary to Humboldt Bay. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.).
