Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.
We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.
Email comments are preferred. To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block. All comments should reference the PN file number and be submitted by the Response Required Date on the PN.
The Public Notices are in pdf format. To read the files you may need to download and install Adobe Acrobat Reader or another comparable program

Since the attached public notice (Project: Payne Maintenance Dredging dated April 11, 2014) was issued, the application for a Department of the Army permit for the project has been modified to include three additional households. The proposed dredging would occur adjacent to private residential docks at 3127 Marina Drive, 3131 Marina Drive, 3121 Marina Drive and 3125 Marina Drive in the City and County of Alameda, California.
The purpose of the dredging is to return the dredge area to navigable depths for recreational boats (-6 feet mean lower low water plus two feet of overdepth allowance). The applicants still plan to dredge the material with a mechanical dredge, then transport the dredged material in a barge to the Alcatraz Disposal Site (SF-11) for placement. The volume of dredged material would increase from approximately 135 cubic yards to approximately 1,109 cubic yards; and the dredge area size would increase from approximately 0.04 acre to 0.5 acre. Additionally the floating dock at 3125 and 3121 Marina Drive would be removed during dredging and replaced afterward. Otherwise the proposed project and anticipated project impacts remain the same.
