Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPECIAL PUBLIC NOTICE Regulatory Request System (RRS)

    Expiration date: 3/1/2024

    USACE announces the launch of its new Regulatory Request System (RRS). RRS is designed to make the review of permit requests a transparent and efficient process for the public. RRS, currently in a beta version, provides general information on the Regulatory Program and allows the public to submit pre-application meeting requests and jurisdictional determination requests. Additional capability is scheduled in Spring 2024. This added capability will allow users the ability to electronically submit individual and general permit applications and other necessary information, saving time and reducing the need for paper-based submissions. RRS will streamline the permit application process and underscores USACE commitment to modernizing our application process, meeting user expectations, and providing a transparent, straightforward process for the timely review of permit requests.   • SPN-2023-00559 Regional General Permit for U.S. Fish and Wildlife Service, Don Edwards San Francisco Bay National Wildlife Refuge Salt Pond Maintenance

    Expiration date: 2/28/2024

    The U.S. Fish and Wildlife Service (USFWS) Don Edwards San Francisco Bay National Wildlife Refuge, through its agent Ducks Unlimited, has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, to reissue a Department of the Army Permit to authorize ongoing, routine operations and maintenance of levees and other existing infrastructure within salt ponds owned and managed by the USFWS in San Francisco Bay. USACE proposes to issue a Regional General Permit (RGP) which would be used for annual authorization of maintenance activities subject to USACE jurisdiction. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.)

  • SPN-2005-299690 Berkeley Marina Dredging

    Expiration date: 2/25/2024

    The City of Berkeley, Parks, Recreation and Waterfront Department through its agent, applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to dredge 350,000 cubic yards of sediment over 10 years from the Berkeley Marina. The purpose of the proposed dredging is to return the marina to safe navigational depths for recreational boats. The applicant proposes to dispose of the dredged material at the Alcatraz Disposal Site (SF-11), San Francisco Deep Ocean Disposal Site (SF-DODS) or beneficially reuse the sediment at separately permitted site such as Cullinan Ranch Restoration Project (CRRP) or the Montezuma Wetlands Restoration Project (MWRP). This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.) and Section 103 of the Marine Protection, Research and Sanctuaries Act of 1972, as amended (33 U.S.C. § 1413 et seq.)).

  • SPN-1992-194050 Montezuma Wetlands

    Expiration date: 2/12/2024

    Montezuma Wetlands, LLC through its agent, Vollmar Natural Lands Consulting, has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a Department of the Army Permit to discharge fill material within wetlands for beneficial reuse of dredged material and to restore tidal wetlands, located in Solano County, California. This DA permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2016-00350 Fairview at Northgate

    Expiration date: 2/8/2024

    Lewis Land Developers, LLC, through its agent, Madrone Ecological Consulting, has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a Department of the Army (DA) Permit to discharge fill material within 2.49 acres of seasonal wetland swales and 0.05 acre of non-jurisdictional wetlands to develop a 178-unit residential development, located in Solano County, California. This DA permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.).
