Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.


The Public Notices are in pdf format. To read the files you may need to download and install Adobe Acrobat Reader or another comparable program

  • SPN-2024-00183 Regional General Permit for the Port of Oakland Shoreline, Facilities, and Airport Maintenance

    Expiration date: 6/29/2024

    The Port of Oakland has applied to the U.S. Army Corps of Engineers, San Francisco District, to reissue a Department of the Army Regional General Permit to conduct minor maintenance and associated minor construction activities as needed within a five year period along the Port’s maritime shoreline and facilities in the San Francisco Bay, located in the City of Oakland, Alameda County, California, and at the Oakland International Airport, located in the City of Oakland, Alameda County, California. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • Regulatory Request System (RRS)

    USACE is pleased to announce that the new national online application portal and management platform, known as the Regulatory Request System (RRS) now includes an electronic submission option for permit applications. This platform has been introduced to modernize our permit application process and to address our users' expectations by providing a straightforward and transparent process for the submittal of permit requests.

  • SPK-2009-01291 Public Notice of Proposed Regional Section 404 Clean Water Act Letter of Permission Abbreviated Processing Procedure

    Expiration date: 6/2/2024

    The United States Army Corps of Engineers, Albuquerque, Los Angeles, Sacramento, and San Francisco Districts, have established this procedure for issuing a Letter of Permission to efficiently authorize activities that involve a discharge of dredged or fill material into waters of the U.S. under Section 404 of the Clean Water Act which have minimal or less than significant impacts on the human environment.
