Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-1999-244600 Reissuance of Regional General Permit 11 for the Carmel River Stream Maintenance Program

    Expiration date: 7/26/2024

    The Monterey Peninsula Water Management District has applied to the U.S. Army Corps of Engineers, San Francisco District, for reissuance of Department of the Army Regional General Permit 11 for continuing implementation of the Carmel River Stream Maintenance Program (SMP). RGP 11 would continue to be used for authorizing maintenance and restoration activities along the lower 18.6 miles of the Carmel River, from the Carmel River Lagoon upstream to the former San Clemente Dam, Monterey County, California. Reissuance of the RGP for an additional five years would allow continued annual authorization of maintenance activities subject to USACE jurisdiction. This Department of the Army permit reissuance is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972 (CWA), as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899 (RHA), as amended (33 U.S.C. § 403 et seq.).

  • SPN-2003-282180 Regional General Permit 5 (RGP 5) For Emergency Repairs

    Expiration date: 7/26/2024

    The San Francisco District of the U.S. Army Corps of Engineers is proposing to re-issue its Regional General Permit (RGP) 5, which would allow expedited authorization for discharges or work in waters of the United States within the District for repair or protection activities in emergency situations. This proposal is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2013-00139 Vallejo Yacht Club Maintenance Dredging

    Expiration date: 7/9/2024

    The Vallejo Yacht Club, through its agent, Anchor QEA, LLC has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to dredge approximately 125,000 cubic yards of sediment from the Vallejo Yacht Club and either dispose of the dredged sediment at an in-bay disposal site or at an ocean disposal site or beneficially reuse the sediment. The purpose of the proposed dredging is to return the Vallejo Yacht Club to its originally permitted depth to allow safe navigational depths for recreational boats. This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.) and Section 103 of the Marine Protection, Research and Sanctuaries Act of 1972, as amended (33 U.S.C. § 1413 et seq.)).

  • SPN-2003-283430 Elsie Gridley Mitigation Bank, Proposed Amendment to the Bank Enabling Instrument

    Expiration date: 7/13/2024

    The Bank Sponsor, Wetland Resources, LLC, has applied to amend the Bank Enabling Instrument for the Elsie Gridley Mitigation Bank to allow for and guide restoration activities generating mitigation credits within the “Phase 4” (Pasture 6) area of the bank, and to incorporate language, procedures, and templates into the instrument for a sale of credits without a transfer. The mitigation bank was established in 2006 and was amended in 2012 and 2022.
