USACE is pleased to announce that the new national online application portal and management platform, known as the Regulatory Request System (RRS) now includes an electronic submission option for permit applications. This platform has been introduced to modernize our permit application process and to address our users' expectations by providing a straightforward and transparent process for the submittal of permit requests.

SPK-2009-01291 Public Notice of Proposed Regional Section 404 Clean Water Act Letter of Permission Abbreviated Processing Procedure

The United States Army Corps of Engineers, Albuquerque, Los Angeles, Sacramento, and San Francisco Districts, have established this procedure for issuing a Letter of Permission to efficiently authorize activities that involve a discharge of dredged or fill material into waters of the U.S. under Section 404 of the Clean Water Act which have minimal or less than significant impacts on the human environment.

SPN-2015-00036 Larkspur Marina Maintenance Dredging

The Larkspur Marina Financing Authority (LMFA), through its agent, Sunset Ecological Services (Contact: Sean Avent) has applied for a ten-year Department of the Army permit to conduct maintenance dredging within the Larkspur Marina located within in the city of Larkspur, Marin County, California.  The purpose of the proposed dredging is to return the Marina to the original design depths in order to facilitate safe navigation for recreational boats. This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

SPN-2014-00090 Port of Oakland Maintenance Dredging Project

Expiration date: 4/26/2024

The Port of Oakland has applied for a ten-year Department of the Army permit to conduct maintenance dredging within the Port of Oakland berths located within in the city of Oakland, Alameda County, California. The purpose of the proposed maintenance dredging project is to maintain safe navigational depths by restoring the original project design depths in the deepwater berths at the Port. The proposed dredge footprints are the same as those permitted in the previous maintenance permit issued in 2014. This application is being processed pursuant to the provisions of Section 404 of the Clean Water Act (33 U.S.C. 1344), Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 403) and Section 103 of the Marine Protection, Research and Sanctuaries Act of 1972 (33 U.S.C. 1413).

SPN-2018-00508 FINAL AMENDMENT TO RESTRICTED AREA: Military Ocean Terminal, Concord

The U.S. Army Military Surface Deployment and Distribution Command requested that the U.S. Army Corps of Engineers revise the restricted area boundaries of the Military Ocean Terminal Concord in order to provide an adequate security buffer for MOTCO shoreline infrastructure and operational needs. The MOTCO restricted area is located along the south shore of Suisun Bay, north of the City of Concord, Contra Costa County, California.

San Francisco Recreation and Parks Department has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to conduct work in, and discharge fill within waters of the United States associated with the development of a public park on San Francisco Bay. The project is located in the Bayview-Hunters Point neighborhood in the City and County of San Francisco, California. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

USACE proposes to issue a Regional General Permit (RGP) which would be used for annual authorization of maintenance activities subject to USACE jurisdiction. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

SPECIAL PUBLIC NOTICE Regulatory Request System (RRS)

USACE announces the launch of its new Regulatory Request System (RRS). RRS is designed to make the review of permit requests a transparent and efficient process for the public. RRS, currently in a beta version, provides general information on the Regulatory Program and allows the public to submit pre-application meeting requests and jurisdictional determination requests. Additional capability is scheduled in Spring 2024. This added capability will allow users the ability to electronically submit individual and general permit applications and other necessary information, saving time and reducing the need for paper-based submissions. RRS will streamline the permit application process and underscores USACE commitment to modernizing our application process, meeting user expectations, and providing a transparent, straightforward process for the timely review of permit requests. The City of Berkeley, Parks, Recreation and Waterfront Department through its agent, applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to dredge 350,000 cubic yards of sediment over 10 years from the Berkeley Marina. The purpose of the proposed dredging is to return the marina to safe navigational depths for recreational boats. The applicant proposes to dispose of the dredged material at the Alcatraz Disposal Site (SF-11), San Francisco Deep Ocean Disposal Site (SF-DODS) or beneficially reuse the sediment at separately permitted site such as Cullinan Ranch Restoration Project (CRRP) or the Montezuma Wetlands Restoration Project (MWRP). This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.) and Section 103 of the Marine Protection, Research and Sanctuaries Act of 1972, as amended (33 U.S.C. § 1413 et seq.)).
