Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-2012-00259 Suisun Marsh Dredging Letter of Permission Procedure

    Expiration date: 12/31/2024

    Suisun Resource Conservation District; California Department of Fish and Wildlife; California Department of Water Resources; and U.S. Bureau of Reclamation have applied to the U.S. Army Corps of Engineers, San Francisco District, for renewal of the Department of the Army Letter of Permission procedure to dredge material from tidal areas of Suisun Marsh in Solano County, California. The material would be used for exterior levee repairs and stabilization and would be dredged from adjacent tidal sloughs, bays, and dredger cuts. This Department of the Army LOP program application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq). The prior LOP procured (LOP 2014) was issued in 2014 and expires December 31, 2024.

  • SPN-2015-00216 Cemex Eliot Facility Maintenance, Lake B Bank Stabilization Project

    Expiration date: 12/23/2024

    Cemex Construction Materials Pacific, has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to implement the Lake B Long-Term Bank Stabilization Project.

  • SPN-2002-267760 Peyton Slough Remediation Maintenance Project

    Expiration date: 12/21/2024

    Eco Services Operations Corporation has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Regional General Permit to authorize fill material and work within jurisdictional waters of the United States, for maintenance and adaptive management to maintain the integrity of the completed Peyton Slough Remediation Project (Remediation Project) over the next 5 years. The Remediation Project was implemented to remediate legacy copper and zinc contamination by-products of prior industrial processes at the site per Regional Water Quality Control Board order..

  • SPN-2014-00105 Availability of Prospectus: Petaluma River Mitigation Bank

    Expiration date: 12/12/2024

    The Dry Creek Rancheria Band of Pomo Indians, through their agent Environmental Science Associates , has submitted a Prospectus to the U.S. Army Corps of Engineers, and other members of the Interagency Review Team for the establishment of the Petaluma River Mitigation Bank. If authorized, this mitigation bank would receive money from individuals or entities receiving Corps authorization under Section 404 of the Clean Water Act of 1972, when appropriate, to provide compensatory mitigation credit as part of Section 404 permits or enforcement actions within the proposed service area. Additionally, the proposed mitigation bank may be utilized to offset unavoidable impacts to waters of the State that are regulated by the Regional Water Quality Control Board under Section 401 of the Clean Water Act or Section 13260 of the Porter-Cologne Act, and impacts to state and federally listed species under the jurisdiction of the U.S. Fish and Wildlife Service, National Marine Fisheries Service, and California Department of Fish and Wildlife.

  • Public Notice of Mitigation Bank Enabling Instrument (BEI) Template Availability

    Expiration date: 12/5/2024

    On September 22, 2011, the U.S. Army Corps of Engineers’ South Pacific Division's Sacramento, San Francisco, and Los Angeles Districts, along with the U.S. Fish and Wildlife Service, the California Department of Fish and Wildlife, the California Natural Resources Agency, the National Marine Fisheries Service, the United States Environmental Protection Agency, the State Water Resources Control Board, and the Natural Resources Conservation Service, as potential participants in Interagency Review Teams entered into the Memorandum of Understanding Concerning Mitigation and Conservation Banking and In-Lieu Fee Programs in California. In accordance with the MOU, the California Banking Agency Management Team has approved the attached Bank Enabling Instrument for use in the development of mitigation and conservation banks within, or that propose service areas, within the State of California. The BEI replaces the May 2021, BEI template. The California Interagency Project Delivery Team, in coordination with the BAMT, developed this template, following the consideration of comments received in response to the December 2023, public notice, subsequent public meetings, and following input from the BAMT.
