Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-2024-00030 Westport Landslide Emergency Repair Project

    Expiration date: 5/22/2025

    The applicant requests authorization to place approximately 2.33-acres of permanent fill material and approximately 1.35-acres of temporary fill material into 3.68-acres of navigable waters and other waters of the U.S for the construction of a coastal rock revetment.

  • SPN-2010-00086 Proposed South Honker Bay Mitigation Bank

    Expiration date: 5/13/2025

    The San Francisco District of the U.S. Army Corps of Engineers (Corps) has received a proposal to establish the South Honker Bay Mitigation Bank. If approved, this mitigation bank may be used to mitigate impacts from projects receiving Corps authorization under Section 404 of the Clean Water Act of 1972, as amended (CWA) (33 U.S.C. §1344 et seq.) and/or Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. §403 et seq.), pursuant to the requirements of the 2008 Corps-EPA Compensatory Mitigation Rule (33 CFR 332.8(d)). Additionally, the proposed mitigation bank may be utilized to offset unavoidable impacts to waters of the State that are regulated by the Regional Water Quality Control Board under Section 401 of the Clean Water Act or Section 13260 of the Porter-Cologne Act; stream alteration and state-listed endangered species impacts regulated by the California Department of Fish and Wildlife under Section 1602 of the California Fish and Game Code and California Endangered Species Act; and impacts to endangered species regulated by the U.S. Fish and Wildlife Service and National Marine Fisheries Service under the federal Endangered Species Act.

  • SPN-2016-00403 Dublin Fallon 580 Development Project

    Expiration date: 5/1/2025

    GH PacVest, LLC, has applied to the U.S. Army Corps of Engineers (Corps) San Francisco District, for a 5-year Department of the Army Permit to construct a mixed-use development at the eastern extent of the City of Dublin, Alameda County, California. The purpose of the project is to construct a mixed-use development.

  • SPN-2014-00271 U.S. Coast Guard Station Golden Gate Maintenance Dredging

    Expiration date: 3/15/2025

    U.S. Coast Guard (USCG) (POC: Timothy Stott, (206) 815-5112), 1301 Clay Street, Suite 700N, Oakland, CA 94612, has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to conduct maintenance dredging at Station Golden Gate using mechanical dredging, via clamshell or excavator. The purpose of the proposed dredging is to return Station Golden Gate to its originally permitted depth to maintain authorized design depths which allow adequate access for USCG mission activities. This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2010-00371 USCG Sector San Francisco Boat Basin and Pier

    Expiration date: 3/15/2025

    The United States Coast Guard, through its agent, Arcadis has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to conduct maintenance dredging at Sector San Francisco Boat Basin and Pier using mechanical dredging, via clamshell or excavator. The purpose of the proposed dredging is to return SF Boat Basin to its originally permitted depth to allow safe navigational depths for USCG emergency response vessels. This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2003-276250 TransMontaigne Terminal Berth Maintenance Dredging

    Expiration date: 3/14/2025

    The TransMontaigne Operating Company through its agent, Pacific EcoRisk has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to conduct maintenance dredging of the TransMontaigne Martinez Terminal Berth. The purpose of the proposed dredging is to maintain safe, navigable depths for tankers taken into the berth. This application is being processed pursuant to the provisions of Section 404 of the Clean Water Act (33 U.S.C. 1344) and Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 403).

  • Request for Input on California Interagency Mitigation Bank Checklist

    Expiration date: 2/10/2025

    he U.S. Army Corps of Engineers’ (USACE) South Pacific Division, including its Sacramento, San Francisco, and Los Angeles Districts, along with the U.S. Fish and Wildlife Service (USFWS), the California Department of Fish and Wildlife (CDFW), the California Natural Resources Agency (CNRA), the National Marine Fisheries Service (NMFS), the United States Environmental Protection Agency (EPA), the State Water Resources Control Board (State Water Board), and the Natural Resources Conservation Service (NRCS), as potential participants in Interagency Review Teams (IRT), collectively known as IRT agencies, are evaluating the need to update the April 2024, Interagency Mitigation Bank checklists (Checklists). The purpose of this notice is to solicit comments from interested parties to support revision of the Checklists.

  • SPN-2024-00097 Union Pacific Railroad Bahia Yard Expansion Project

    Expiration date: 2/8/2025

    Union Pacific Railroad, through its agent, Jacobs Engineering, has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material in Suisun Marsh, located in Solano County, California. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).
