Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • Request for Input on California Interagency Mitigation Bank Conservation Easement Template

    Expiration date: 9/25/2025

    The U.S. Army Corps of Engineers’ South Pacific Division, including its Sacramento, San Francisco, and Los Angeles Districts, along with the U.S. Fish and Wildlife Service, the California Department of Fish and Wildlife, the California Natural Resources Agency, the National Marine Fisheries Service, the United States Environmental Protection Agency, the State Water Resources Control Board, and the Natural Resources Conservation Service, as potential participants in Interagency Review Teams (IRT), collectively known as IRT agencies, are evaluating the need to update the March 17, 2017, California Interagency Conservation Easement template. The purpose of this notice is to solicit comments from interested parties to support revision of the template.
  • SPN-2012-00196 Regional General Permit 25

    Expiration date: 9/20/2025

    The City of Livermore has applied to the U.S. Army Corps of Engineers (Corps) San Francisco District, for a 5-year Department of the Army Regional General Permit to streamline the permitting of routine, minimal-impact maintenance activities in creeks maintained by the City of Livermore, Alameda County, California. The purpose of the project is to streamline the authorization of structures or work, including discharges of dredged or fill material, in waters of the U.S. to reduce the risk of flooding within the City of Livermore through routine maintenance.

  • SPN-2014-00431 Phillips 66 Renewable Energy Terminal

    Expiration date: 8/27/2025

    The applicant plans to remove approximately 900,000 cubic yards (cys) of sediment from the 50.5-acre (approximately) Phillips 66 Renewable Energy Terminal over the life of the 10-year permit. Additionally, the proposed project includes performing knock-down dredging or grading of underwater shoals to supplement maintenance dredging. Existing depths range from -20 to -50 feet mean lower low water (MLLW) at the Terminal. The design depth for the Terminal varies between -22 feet to -44 feet MLLW plus an additional 2-foot overdredge allowance. The material would be removed using a mechanical dredge and removed by barge to a designated dredged material placement site, permitted beneficial reuse site, or he SF Deep Ocean Disposal Site (SF-DODS).

  • Public Notice of CA Interagency Mitigation and Conservation Banking Draft Prospectus, Prospectus, and Draft Bank Enabling Instrument (BEI)

    Expiration date: 9/11/2025

    The Sacramento, San Francisco, and Los Angeles Districts of the U.S. Army Corps of Engineers, along with the U.S. Fish and Wildlife Service, the California Department of Fish and Wildlife, the California Natural Resources Agency, the National Marine Fisheries Service, the United States Environmental Protection Agency, the State Water Resources Control Board, and the Natural Resources Conservation Service as potential participants in Interagency Review Teams (IRT) have updated the California Interagency Mitigation and Conservation Banking Checklists for use with mitigation banks that are established within the State of California or mitigation banks with service areas that extend into the state of California. This notice is to inform interested parties of the availability of the updated checklists.
