Public Notices

WE ENCOURAGE YOUR COMMENTS

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the Comments Due Date.

To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block. If you wish to provide comments via email, the project manager's email address is also listed in the the Public Notice title block.

All comments should reference the PN file number and be submitted by the Response Required Date on the PN.


A hard copy of our Public Notices are available upon request. To be added to the Public Notice Mailing List, please submit your name and address, indicate which county(ies) you are interested in, and indicate if you would like to receive a hard copy of the PN or just be notified by e-mail (e-mail address needed). In many cases, the project plans have been linked separately from the PN document to reduce download time. These files are in pdf format. SPN-2000-257140 - 12/14/2016: The City of Capitola has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to continue implementing annual lagoon management activities at the mouth of Soquel Creek.

SPN-2008-00083 - 12/8/2016: The Tesoro Refining & Marketing Company LLC has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to implement the closure of five former Waste Management Units (WMUs 10, 11, 14, 31, and 32) located within the Tesoro Martinez Refinery (formerly the Golden Eagle Refinery) in Martinez, Contra Costa County, California. Closure of the WMUs would be conducted pursuant to the San Francisco Bay Regional Water Quality Control Board Waste Discharge Requirements (WDR R2-2004-0056) and the U.S. Environmental Protection Agency Administrative Resource Conservation and Recovery Act (RCRA) 3008h Order 09-89-0013.

2016-DVPGL, DRAFT Vernal Pool Mitigation and Monitoring Guidelines - 11/7/2016: This public notice announces DRAFT Vernal Pool Mitigation and Monitoring Guidelines to be followed in the California portion of South Pacific Division’s subordinate districts (San Francisco, Sacramento, and Los Angeles districts) regarding procedures for compensatory mitigation projects involving vernal pool habitats as required for processing of Department of the Army (DA) permits under Section 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, and Section 103 of the Marine Protection, Research, and Sanctuaries Act.

SPN-2016-00348 Proposal to Accept Funds from the DWR - 11/3/2016: This Public Notice announces the preliminary intent of the U.S. Army Corps of Engineers, Sacramento District to accept and expend funds contributed by the California Department of Water Resources.

2002-26356 Moss Landing Harbor Maintenance Dredging - 10/28/2016: The Moss Landing Harbor District has applied for a 10-year Department of the Army Permit to perform maintenance dredging at the Moss Landing Harbor. The purpose of the proposed dredging is to return the berthing areas, fairways, and navigational channels in the Harbor to the originally permitted depths to provide safe navigational depths for commercial fishing boats, recreational boats, and scientific research vessels that are berthed in the Harbor. Maintaining appropriate depths for the functionality of the Moss Landing Power Plant cooling water intake pipes is also part of this proposed project purpose

2014-00392 Arcata Rails to Trails – Phase 2 - 10/25/2016: The City of Arcata has applied for a permit to discharge fill material into jurisdictional waters of the United States associated with the construction of 3 miles of Class 1 multi-use trail, including the construction of 5 bridge crossings, that would follow the Humboldt Bay coastline along the Arcata waterfront.
