Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-2022-00295 San Rafael Creek Non-Federal Maintenance Dredging

    Expiration date: 9/10/2022

    The City of San Rafael has applied for a ten-year Department of the Army permit to conduct maintenance dredging within the San Rafael Creek adjacent to San Rafael Creek federal navigation channel at residential and commercial docks and harbors, located in San Rafael, Marin County, California. The purpose of the proposed dredging is to return the creek to its original design depths in order to facilitate safe navigational depths for recreational vessels.

  • SPN-2022-00294 San Rafael Yacht Harbor Maintenance Dredging

    Expiration date: 9/10/2022

    The San Rafael Yacht Harbor has applied for a ten-year Department of the Army permit to conduct maintenance dredging within the San Rafael Yacht Harbor located in San Rafael, Marin County, California. The purpose of the proposed dredging is to return the yacht harbor to its original design depths in order to facilitate safe navigational depths for recreational vessels.

  • SPN-2009-00245 Lowrie Yacht Harbor Maintenance Dredging

    Expiration date: 9/10/2022

    The Lowrie Yacht Harbor has applied for a ten-year Department of the Army permit to conduct maintenance dredging within the Lowrie Yacht Harbor located in San Rafael, Marin County, California. The purpose of the proposed dredging is to return the yacht harbor to its original design depths in order to facilitate safe navigational depths for recreational vessels.

  • SPN-1996-223090 RGP20 Reissuance

    Expiration date: 8/23/2022

    The Monterey County Water Resources Agency (MCWRA) and Monterey County Resource Conservation District (RCD) have applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for reissuance of Department of the Army Regional General Permit 20 (RGP 20) for continuing implementation of Monterey County’s Salinas River Stream Maintenance Program (SMP). RGP 20 authorizes the permittees to conduct annual sediment and vegetation removal from predetermined maintenance areas on sediment bars outside the low flow channel of the Salinas River. Reissuance of the RGP for an additional 5 years would allow continued annual authorization of maintenance activities subject to Corps jurisdiction. With this reissuance, primary responsibility for implementation of the SMP would be transferred from MCWRA to the RCD.

  • SPN-2022-00208 Wildfire Prevention, Protection, Response, Clean-up, and Restoration Regional General Permit

    Expiration date: 9/15/2022

    The U.S. Army Corps of Engineers Los Angeles, Sacramento, and San Francisco Districts (Districts) are proposing to issue Regional General Permits (RGP) authorizing activities involving the discharge of dredged or fill material into waters of the United States, including wetlands, and/or work in or affecting navigable waters of the United States for wildfire protection, prevention, response, clean-up, and restoration in the State of California.

  • SPN-2012-00070-Martinez Marina Maintenance Dredging

    Expiration date: 8/26/2022

    The City of Martinez (Contact: Kara Dewhurst, Anchor QEA LLC, 33 New Montgomery Street, San Francisco, CA 94105) has applied for a ten-year Department of the Army permit to conduct maintenance dredging within the Martinez Marina located in Martinez, Contra Costa County, California. The purpose of the proposed dredging is to return the marina to its original design depths in order to facilitate safe navigational depths for recreational vessels. This Department of the Army Permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2012-00207 Pillar Point Harbor Dredging & Surfers Beach Pilot Restoration Project

    Expiration date: 8/21/2022

    The San Mateo County Harbor District has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to complete maintenance dredging and a pilot beach restoration project at the Pillar Point Harbor and adjacent Surfers Beach. The proposed project includes dredging sand in order to restore safe navigational depths in the Harbor then using the sand for construction of a berm and opportunistic placement of sand along Surfers Beach. Additionally, the Harbor District plans to mitigate for eelgrass impacts caused by the proposed dredging.

  • SPN-2005-296560 College Lake Integrated Resources Management Project

    Expiration date: 8/18/2022

    The Pajaro Valley Water Management Agency has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit for the College Lake Integrated Resources Management Project. The Project would develop College Lake into a water supply and storage resource in order to balance the Pajaro Valley groundwater basin, prevent further seawater intrusion, and meet water supply needs in PV’s service area.

  • SPN-2022-00242 Ballena Isle Marina

    Expiration date: 8/6/2022

    Safe Harbor Ballena Isle Marina has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to conduct dredging within the Ballena Isle Marina and entrance channel. The purpose of the proposed dredging is to return the Marina and entrance channel to its originally permitted depth to allow safe navigational depths for recreational boats.

  • SPN-2012-00258N Reissuance of Regional General Permit 3 for Suisun Marsh Managed Wetlands Operations and Maintenance

    Expiration date: 7/30/2022

    Suisun Resource Conservation District (SRCD) have applied to the U.S. Army Corps of Engineers (the Corps), San Francisco District, for a Department of the Army Reissuance of Regional General Permit 3 (RGP3) – Suisun Marsh Managed Wetlands Operations and Maintenance Projects. RGP3 is currently set to expire on March 1, 2023. RGP3 currently authorizes the permittees to conduct annual maintenance activities with minor environmental impacts within the managed wetlands of Suisun Marsh. The RGP3 reissuance would authorize the aforementioned currently implemented activities for another five years.

  • SPN-2005-298260 Marin Rowing Association Maintenance Dredging

    Expiration date: 7/24/2022

    The Marin Rowing Association has applied for a ten-year U.S. Army Corps of Engineers (Corps) permit to maintenance dredge the area around their launching dock in the City of Greenbrae, Mann County, California. The purpose of the proposed dredging is to return the Marin Rowing launching dock to its originally permitted depth to allow safe navigational depths for recreational boats.

  • Public Comment on Policy Measures to better serve needs of Tribal Nations and disadvantaged and underserved communities

    Expiration date: 8/2/2022

    The Office of the Assistant Secretary of the Army for Civil Works [OASA(CW)] is engaging with the public on a variety of priority areas to obtain feedback that will inform future potential policy decision-making. The OASA(CW) recently released Federal Register notice announcing virtual sessions in June and July regarding the modernization of the Civil Works program through policy initiatives to better serve the needs of Tribal Nations and disadvantaged and underserved communities.

  • SPN-2007-00633 Gravel Extraction Activities at Van Duzen River Ranch

    Expiration date: 6/13/2022

    Mercer Fraser has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to extract gravel for commercial purposes from the Noble and Patton gravel bars.

  • SPN-2022-00093 HRSP Watershed Restoration

    Expiration date: 6/24/2022

    California Department of Parks and Recreation has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Regional General Permit to discharge fill material into jurisdictional waters of the United States associated with the rehabilitation of the South Fork and Lower Eel River Ecosystem, located near the town of Weott, Humboldt County, California.

  • SPN-2007-400304 RGP 4 for Mosquito Abatement Activities

    Expiration date: 6/25/2022

    The U.S. Army Corps of Engineers, San Francisco District, is proposing to reauthorize, for a period of five years, Department of Army Regional General Permit No. 4 for the maintenance of existing water circulation ditches and channels for the purpose of mosquito abatement in tidal marshes. California Department of Health, Center for Infectious Diseases, Vector-Borne Disease Section is acting as a sponsor for the permit for the County Mosquito and Vector Control Agencies of Alameda, Marin, Sonoma, Napa, and San Mateo Counties.

  • SPK-2022-00258, SPN-2022-00169

    Expiration date: 6/9/2022

    Preliminary intent of the U.S. Army Corps of Engineers, Sacramento District, San Francisco District, Los Angeles District, and Albuquerque District (Corps) to accept funds contributed by the Union Pacific Railroad in order to expedite processing of their permit applications and 408 Permission requests.

  • SPN-2021-00451 Mecham Road Mitigation Bank

    Expiration date: 5/27/2022

    The County of Sonoma Department of Transportation and Public Works has applied to the U.S. Army Corps of Engineers (Corps) and other members of the Interagency Review Team1 (IRT) for the establishment of the Mecham Road Mitigation Bank. If authorized, this mitigation bank would receive money from individuals or entities receiving Corps authorization under Section 404 of the Clean Water Act, when appropriate, to provide compensatory mitigation credit as part of Section 404 permits or enforcement actions within the proposed service area.

  • SPN-2018-00396S - Pacific Gas and Electric, Pier 39 to Pier 45 Sediment Remediation Project

    Expiration date: 3/17/2022

    Pacific Gas and Electric Company (PG&E) has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to dredge, to place fill, and to install and remove structures within the San Francisco Bay to remediate contaminated sediment within 9.8 acres between Piers 39 to 45 in the City of San Francisco, San Francisco County, California.

  • SPN-2019-00081 - Napa County Water Stream Maintenance Program

    Expiration date: 4/8/2022

    Napa Flood Control and Water Conservation District has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Regional General Permit to conduct routine stream maintenance activities in flood control channels and other channels covered by a maintenance agreement or easement, in Napa County, California.

  • SPN-2021-00219 - Military Ocean Terminal Concord (MOTCO) Boat Ramp

    Expiration date: 4/2/2022

    Military Ocean Terminal Concord has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to dredge and fill wetlands and navigable waters for the construction of a new boat ramp.
