Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

    Expiration date: 10/19/2019

    The Santa Clara Valley Water District has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for reauthorization of a Department of the Army Permit for routine stream maintenance activities in stream channels and banks managed by Valley Water in Santa Clara County, California.

  • SPN-2018-00161 Bayfront Canal and Atherton Channel Flood Management & Restoration Project

    Expiration date: 9/16/2019

    The San Mateo County Public Works Department, through its Agent, Horizon Water and Environment has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge dredge and fill material and conduct other work within jurisdictional waters of the United States associated with improvements to flood management infrastructure in the Bayfront Canal, in Redwood City, San Mateo County, California.

  • SPN-2019-00237 Greater Prairie Creek Ecosystem Restoration Project

    Expiration date: 9/9/2019

    Redwood National and State Parks has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the rehabilitation of the Greater Prairie Creek Ecosystem, located near the town of Orick, Humboldt County, California.

  • SPN-2014-00257 US Coast Guard Station Noyo River Maintenance Dredging

    Expiration date: 8/28/2019

    United States Coast Guard (USCG) has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to perform maintenance dredging in the area immediately adjacent to the dock at USCG Station Noyo River. The purpose of the proposed dredging is to return the USCG Station Noyo River berth to its originally permitted depth to allow safe navigational depths for USCG boats.

  • SPN-2003-282180S RGP 5 For Emergency Repairs

    Expiration date: 8/12/2019

    The San Francisco District of the U.S. Army Corps of Engineers is proposing to re-issue its Regional General Permit 5, which would allow expedited authorization for discharges or work in waters of the United States within the District for repair or protection activities in emergency situations.

  • SPN-2018-00169N Elk River Sediment Remediation and Habitat Rehabilitation Pilot Project

    Expiration date: 7/24/2019

    California Trout has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to perform sediment remediation and instream habitat rehabilitation activities in the North Fork of the Elk River.

  • SPN-2015-00216S CEMEX Eliot Facility Arroyo del Valle Realignment Project (SMP-23)

    Expiration date: 7/21/2019

    RMC Pacific Materials, LLC (CEMEX) has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to realign and restore a ±5,864 linear foot reach of the Arroyo del Valle (ADV) as a component of CEMEX's mine reclamation plan and expansion of CEMEX's Lake B mining area. The project is located in the City of Pleasanton, Alameda County, California.

  • SPN-2017-00213 San Mateo County Routine Maintenance Program RGP

    Expiration date: 6/15/2019

    The County of San Mateo has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Regional General Permit (RGP) to implement a routine maintenance program. This Department of the Army permit application is being processed pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.). The proposed RGP would authorize routine maintenance activities occurring at County-maintained facilities over a five-year period. The RGP would replace the Nationwide Permit Program as the primary permitting instrument for the County’s routine maintenance activities with no more than minimal adverse effects on waters of the U.S. Similar to the Nationwide Permit Program, prior to conducting any given maintenance activity regulated by USACE, the County would be required to receive written verification from USACE that the activity is authorized under the RGP.

    Kerry Ranch, LLC has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the construction of a residential subdivision, located in Santa Rosa, Sonoma County, California.

  • SPN-2019-00151 City of Monterey’s Municipal Wharves I and II Structural Maintenance Program

    Expiration date: 6/3/2019

    The City of Monterey has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to work within, and discharge fill material into, jurisdictional waters of the United States associated with wharf maintenance and repair activities for the City’s two municipal wharves, located in the Monterey Harbor, in southern Monterey Bay, in the City of Monterey, Monterey County, California.

  • SPN-2018-00259 U.S. Coast Guard Yerba Buena Island Cutter Aspen Mooring and

    Expiration date: 6/1/2019

    The United States Coast Guard (USCG) has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to conduct dredging of accumulated sediment at the USCG Cutter Aspen Mooring and Approach on Yerba Buena Island. Disposal of the dredged material from the proposed dredging project would involve placement at an in-Bay disposal site, such as the Alcatraz Island Dredged Material Disposal Site, at the San Francisco Deep Ocean Disposal Site, or an approved beneficial reuse site. The purpose of the proposed dredging is to return the Cutter Aspen Mooring and Approach basin to safe navigational depth for USCG boats.

  • SPN-2001-26215 Pittsburg Marina and Shoreline Maintenance Dredging

    Expiration date: 5/30/2019

    The City of Pittsburg has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to dredge approximately 457,000 cubic yards (cys) of sediment from the Pittsburg Marina (Marina) in Pittsburg, Contra Costa, California. The purpose of the proposed dredging is to return the Marina’s three basins and the Marina Park Residential Channel to its originally permitted depth to allow safe navigational depths for recreational boats. The applicant proposes to beneficially reuse the dredged sediment at the Montezuma Wetlands Restoration Project (Montezuma) or dispose of the dredged material at the Carquinez Strait Disposal Site (SF-9).

  • SPN-2018-00421 West County Transit Authority (WCTA) Project

    Expiration date: 5/16/2019

    West County Transit Authority has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to grade and place fill in 1.06 acres of wetlands to build a 3.5-acre parking lot and associated bioretention areas, for a transportation company in Santa Rosa, California.

  • SPN-2005-296590 Eureka-Arcata Route 101 Corridor Improvement Project

    Expiration date: 5/3/2019

    The California Department of Transportation District 1 has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit for the proposed Eureka-Arcata Route 101 Corridor Improvement Project. This proposed project consists of five phased construction projects: Tide Gate Replacements, Jacoby Creek Bridge Replacement, Extension of Acceleration/Deceleration Lanes and Lighting Improvements, Guardrail and Cable Rail Safety Barrier, and Indianola Interchange and Airport Road Improvements, as well as their associated mitigation project, the Humboldt Bay Area Mitigation.

    Expiration date: 4/25/2019

    Woodside Holdings has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the construction of a residential subdivision, located in Santa Rosa, Sonoma County, California.

  • SPN-2010-00016 Chevron Eureka Marine Terminal Maintenance Dredging

    Expiration date: 4/25/2019

    Chevron Products Company has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to perform maintenance dredging in the area immediately adjacent to the Chevron Eureka Marine Terminal dock. The purpose of the proposed dredging is to return the Chevron Eureka Marine Terminal dock to its originally permitted depth to allow safe navigational depths for commercial vessels.

  • SPN-2002-269020 Shively Summer Bridge Crossing

    Expiration date: 4/25/2019

    The Shively Bridge Committee has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill below the Ordinary High Water of the main stem Eel River associated with annual installation of an 85-foot long by 9 foot wide railroad flatcar bridge during summer periods, over a ten-year permit duration (2019-2029).

  • SPN-2008-00331 Richardson Grove and Standish Hickey Summer Bridges

    Expiration date: 4/25/2019

    The California Department of Parks and Recreation, North Coast Redwoods District has applied for a Department of the Army permit to discharge fill into waters of the United States for the purpose of the seasonal, summer installation of two low water bridge crossings (Bailey bridges) over the South Fork of the Eel River. The applicant requests a U.S. Army Corps of Engineers (Corps) permit with a five year duration (2019-2024).

  • SPN-2010-00087 Newell Creek Dam Inlet-Outlet Replacement Project

    Expiration date: 4/19/2019

    The City of Santa Cruz Water Department has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the replacement of the inlet and outlet of the Newell Creek Dam, located in the City of Ben Lomond, in Santa Cruz County, California.

  • SPN-2018-00490 PG&E Bay Area Operations and Maintenance RGP

    Expiration date: 4/14/2019

    Pacific Gas and Electric Company has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Regional General Permit to perform routine operations and maintenance activities that are required to ensure the continued safe and reliable transmission and distribution of electricity and natural gas to customers throughout the nine counties surrounding the San Francisco Bay in California.
