Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-2016-00401N Humboldt Bay Mariculture Pre-Permitting Project

    Expiration date: 6/12/2017

    The Humboldt Bay Harbor, Recreation and Conservation District has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to place up to eight 12-inch diameter concrete or metal pilings within one of three project areas to facilitate mooring for a total of 3.08 acres of shellfish and macroalgae aquaculture on three areas of submerged lands within Humboldt Bay, near the City of Eureka, Humboldt County, California. This infrastructure would be used for Humboldt Bay Harbor District leases to individuals or businesses to carry out aquaculture activities.

  • 2003-27703S Phase 2 – South Bay Salt Pond Restoration Project

    Expiration date: 5/17/2017

    The U.S. Fish and Wildlife Service and the California State Coastal Conservancy have applied to the U.S. Army Corps of Engineers San Francisco District, for a Department of the Army Permit to conduct work within the Corps’ jurisdiction to implement Phase 2 of the South Bay Salt Pond Restoration Project within USFWS Don Edwards National Wildlife Refuge. Phase 2 involves discharge of fill within former salt ponds for habitat restoration, flood risk management, and wildlife-oriented public access.   • SPN-2016-00150 River Park Marina Maintenance Dredging

    Expiration date: 5/5/2017

    The City of Napa has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to dredge approximately 100,000 cubic yards of sediment from the River Park Marina over a ten-year period and either beneficially reused at Cullinan Ranch Restoration Project Beneficial Reuse Site, the Imola Avenue Dredged Material Handling Site, or the Napa Pipe Disposal Facility; or dispose of the dredged sediment at the Carquinez Strait Disposal Site. The purpose of the proposed dredging is to return the Marina to its originally permitted depth to allow safe navigational depths for recreational boats.

    Expiration date: 5/1/2017

    Hanson Aggregates has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to remove a jurisdictional water of the United States associated with the expansion of the Santa Margarita Quarry, located approximately three miles northeast of the community of Santa Margarita, San Luis Obispo County, California.

  • SPN-2016-00176 Availability of Prospectus: Rose Slough Wetlands Mitigation Bank

    Expiration date: 4/28/2017

    Wetland Solutions LLC has submitted a Prospectus to the U.S. Army Corps of Engineers and other members of the Interagency Review Team1 for the establishment of the Rose Slough Wetlands Mitigation Bank. If authorized, this mitigation bank would receive monies from individuals or entities (“project proponent”) receiving Corps authorization under Section 404 of the Clean Water Act of 1972, as amended and/or Section 10 of the Rivers and Harbors Act of 1899, as amended, when appropriate, to provide compensatory mitigation credit as part of Section 404 or 10 permit or enforcement actions within the proposed service area. Additionally, the proposed mitigation bank may be utilized to offset unavoidable impacts to waters of the State that are regulated by the Regional Water Quality Control Board under Section 401 of the Clean Water Act or Section 13260 of the Porter-Cologne Act.

  • Conservation Easement (CE) Template

    The Sacramento, San Francisco, and Los Angeles Districts of the U.S. Army Corps of Engineers (USACE), along with the U.S. Fish and Wildlife Service (USFWS), the California Department of Fish and Wildlife (CDFW), the California Resources Agency, the National Marine Fisheries Service (NMFS), the United States Environmental Protection Agency (EPA), the State Water Resources Control Board (State Water Board), and the Natural Resources Conservation Service (NRCS) as potential participants in Interagency Review Teams (IRT) have updated the standard Conservation Easement (CE) template for use with mitigation banks that are established within the State of California. This notice is to inform interested parties of the availability of the completed template.

  • SPN-2016-00302S Port of Richmond Terminals 2, 3, 7, and 8 Berth Maintenance Dredging

    Expiration date: 4/7/2017

    The Port of Richmond has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to carry out maintenance dredging of accumulated sediment at the Port’s Terminals 2, 3, 7, and 8 berthing areas located at the Port on eastern and western shore of the Richmond Inner Harbor in the City of Richmond, Contra Costa County, California. Disposal of the dredged sediment from the proposed dredging project would involve aquatic disposal at in-Bay dredged material placement sites, the San Francisco Deep Ocean Disposal Site, beneficial reuse, and upland placement as appropriate. The purpose of the proposed maintenance dredging is to restore the Terminals 2, 3, 7 and 8, totaling approximately 9.7 acres, to their original project design depths to allow safe navigational depths for commercial vessels berthing at the Port.

  • 2002-26912N - Coast Seafoods Company, Humboldt Bay Shellfish Aquaculture, Permit Renewal and Expansion Project

    Expiration date: 4/20/2017

    Coast Seafoods has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to obtain continuing authorization for their existing 297 acre aquaculture operations and to expand their current aquaculture practices into an additional 256 acres of intertidal areas within Humboldt Bay. The expansion of existing aquaculture would take place in two phases, with Phase 1 expanding existing operations by 165.2 acres and Phase 2 providing an additional 90.8 acres of aquaculture operations expansion. In addition, there would be placement of approximately 4 acres of fill, in the form of rack and bag mariculture, placed in Other Waters of the U.S. within Humboldt Bay, in the City of Eureka, Humboldt County, California. - COMMENT PERIOD EXTENDED TO APRIL 20, 2017

  • SPN-2012-00369 - Gravel Augmentation on the Trinity River

    Expiration date: 2/27/2017

    The Trinity River Restoration Program was established in 2000 by the Record of Decision (ROD) summarizing the concept of active rehabilitation of the Trinity River between Lewiston Dam and the confluence of the North Fork of the Trinity River. Under the auspices of the United States Department of Interior Bureau of Reclamation has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge well defined gravel fill into jurisdictional waters of the United States associated with replenishing spawning size gravel withheld below the Lewiston Dam in the Trinity River in Trinity County, California.

You do not need to RSVP to attend this meeting and workshop. Attendees will need to sign in with the guard at the front of the building. Parking is free.

    The County of San Mateo Department of Parks and Recreation has applied for a ten-year Department of the Army permit to conduct maintenance dredging at the Coyote Point Marina in the County of San Mateo, California. The purpose of the proposed maintenance dredging is to return the Marina basins, entrance channel, and approach channel to their originally permitted depths to allow safe navigational depths for recreational boats.

    Expiration date: 3/13/2017

    The Solano County Water Agency has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Region General Permit (RGP) to conduct routine maintenance activities of existing public and special district facilities as authorized under the Solano Habitat Conservation Plan, located within Solano and Yolo Counties, California.

  • FEDERAL REGISTER NOTICE ANNOUNCING THE REISSUANCE OF THE NATIONWIDE PERMITS

    Expiration date: 2/11/2017

    U.S. Army Corps of Engineers published the notice in the Federal Register announcing the reissuance of all 50 existing nationwide permits, general conditions, and definitions with some modifications. The Corps also issued two new NWPs, one new general condition, and five new definitions. The 2017 NWPs will go into effect on March 19, 2017, and will expire on March 18, 2022.

    Jeff Martin has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to realign and widen West Branch Llagas Creek in association with the construction of a residential subdivision in the community of San Martin, in unincorporated Santa Clara County, California.

    The City of Capitola has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to continue implementing annual lagoon management activities at the mouth of Soquel Creek.

  • SPN-2008-00083

    Expiration date: 1/8/2017

    The Tesoro Refining & Marketing Company LLC has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to implement the closure of five former Waste Management Units (WMUs 10, 11, 14, 31, and 32) located within the Tesoro Martinez Refinery (formerly the Golden Eagle Refinery) in Martinez, Contra Costa County, California. Closure of the WMUs would be conducted pursuant to the San Francisco Bay Regional Water Quality Control Board Waste Discharge Requirements (WDR R2-2004-0056) and the U.S. Environmental Protection Agency Administrative Resource Conservation and Recovery Act (RCRA) 3008h Order 09-89-0013.

    This public notice announces DRAFT Vernal Pool Mitigation and Monitoring Guidelines to be followed in the California portion of South Pacific Division’s subordinate districts (San Francisco, Sacramento, and Los Angeles districts) regarding procedures for compensatory mitigation projects involving vernal pool habitats as required for processing of Department of the Army (DA) permits under Section 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, and Section 103 of the Marine Protection, Research, and Sanctuaries Act.
