Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • SPN-1996-222150 - City of Eureka Maintenance Dredging

    Expiration date: 9/5/2018

    The City of Eureka has applied to the U.S. Army Corps of Engineers, San Francisco District, has requested to modify their 10-year Department of the Army Permit to dredge an additional six facilities in Humboldt Bay: the Somoa Boat Launch, Bonnie Gool Dock, Adorni Dock, J Street Dock, F Street Dock and Fisherman’s Terminal. The permit currently authorizes dredging in the Small Boat Basin, the Commercial Street Dock and Coast Guard Boat Slip in Woodley Island Marina. The purpose of the proposed dredging is to return these facilities to safe navigable depths to ensure safe operations for vessels using these facilities. The dredged material would be disposed of at the Humboldt Open Ocean Disposal Site (HOODS).

  • SPN-2015-00308

    Expiration date: 8/26/2018

    The Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD) has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the construction of roadway improvements to Sir Francis Drake Boulevard (SFDB). The FHWA-CFLHD, in cooperation with Marin County and the National Park Service, have applied for a five-year Department of the Army permit to complete roadway improvements to approximately 12 miles of SFDB within Point Reyes National Seashore (PRNS). The intent is to restore the structural integrity of SFDB and enhance safety.

  • SPN-2017-00478 Halo Ranch Mitigation Bank

    Expiration date: 8/4/2018

    Halo Ranch, LLC has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to establish the Halo Ranch Mitigation Bank in unincorporated Sonoma County, California. The Bank will focus on the re-establishment, enhancement, and establishment of wetland and riverine habitats.

  • SPN-2006-400061 Oyster Point Marina – South San Francisco Ferry Terminal

    Expiration date: 7/21/2018

    San Francisco Water Emergency Transportation Authority (WETA) and the San Mateo Harbor District have applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to carry out maintenance dredging of accumulated sediment at the Oyster Point Marina and South San Francisco Ferry Terminal.  The purpose of the proposed dredging is to return the marina and ferry terminal basin to its originally permitted depth to allow safe navigational depths for recreational and commercial boats.

  • SPN-2017-00369 DECISION TO ACCEPT FUNDS FROM THE ALAMEDA COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT

    The District Commander of the San Francisco District, U.S. Army Corps of Engineers (“Corps”) has decided to accept and expend funds contributed by the Alameda County Flood Control and Water Conservation District pursuant to Section 214 of the Water Resources Development Act of 2000 for priority evaluation of its Department of the Army (DA) permit applications.

  • SPN-2018-00138N - Lower Mattole River Restoration Project

    Expiration date: 7/7/2018

    United States Bureau of Land Management has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the restoration of aquatic habitat in the Lower Mattole River.

  • SPN-2005-290200 Paradise Cay Homeowners Maintenance Dredging

    Expiration date: 6/28/2018

    Marin County Department of Public Works has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit to carry out maintenance dredging of accumulated sediment at the Paradise Cay residential development in Tiburon, Marin County, California. Disposal of the dredged sediment from the proposed dredging project would involve placement of dredged material at the Alcatraz Island Dredged Material Disposal Site. The purpose of the proposed dredging is to return the Paradise Cay south entrance channel and waterways to their originally permitted depth to allow safe navigational depths for recreational boats.

  • SPN 2017-00477N S. Jacoby Creek Wetland and Riparian Habitat Enhancement Project

    Expiration date: 6/16/2018

    City of Arcata has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the restoration of an approximately 10-acre wetland complex.

  • SPN-1997-230130: San Francisco-Oakland Bay Bridge East Span Seismic Safety Project Permit Modification

    Expiration date: 5/4/2018

    The California Department of Transportation (CalTrans) has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a modification to a Department of the Army Individual Permit for the San Francisco-Oakland Bay Bridge (SFOBB) East Span Seismic Safety Project (SFOBB Project), which consists of replacing the SFOBB original east span with a new bridge immediately to the north and demolition of the original east span. This modification would allow for the retention of Pier E2 and Piers E21 to E23, to support new public access structures, and removal of Piers E19 and E20 via controlled blasting. The original Department of the Army permit authorization was issued on December 4, 2001, pursuant to the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C § 1344 et seq.) and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C § 403 et seq.).

  • SPN-2013-00102: Schneider Dock Maintenance Dredging

    Expiration date: 5/30/2018

    Schneider Dock Industrial Park, 990 West Waterfront Drive has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to conduct maintenance dredging of accumulated sediment, with ocean disposal at the Humboldt Open Ocean Disposal Site (HOODS), in the area immediately surrounding the Schneider Dock (formerly Dock A) in Eureka, Humboldt County, California. The purpose of the proposed dredging is to return the Schneider Dock to its originally permitted depth to allow safe navigational depths for commercial vessels.

  • SPN-2005-295360: Eureka Forest Products Dock Maintenance Dredging

    Expiration date: 6/2/2018

    Sierra Pacific Industries has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit for maintenance dredging in the area immediately adjacent to the Eureka Forest Products Dock. The purpose of the proposed dredging is to return the area surrounding the Eureka Forest Products Dock to its originally permitted depth to allow safe navigational depths for commercial vessels.

    The Primary School has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the construction of school facilities in East Palo Alto, San Mateo County, California.

  • SPN-2017-00460S - 1548 Maple Street Development Project

    Expiration date: 5/13/2018

    Strada Investment Group has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill material and conduct work in jurisdictional waters of the United States for the construction of a residential development in the City of Redwood City, San Mateo County, California.

  • SPN-2017-00596 West Fork Russian Riverbank Stabilization

    Expiration date: 5/5/2018

    The Coyote Valley Band of Pomo Indians has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with the stabilization of 1,462 linear feet of West Fork Russian Riverbank, located along the border of the Coyote Valley Reservation in Mendocino County, California

  • SPN-2009-00147 Roblar Road Quarry Project

    Expiration date: 5/3/2018

    John Barella has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill material into jurisdictional waters of the United States associated with development of an approximately 72-acre hard rock quarry, located west of Cotati in unincorporated Sonoma County, California.

  • SPN-1996-22216 Woodley Island Marina Maintenance Dredging

    Expiration date: 5/1/2018

    The Humboldt Bay Harbor, Recreation & Conservation District has applied to the U.S. Army Corps of Engineers, San Francisco District, for a 10-year Department of the Army Permit for maintenance dredging of the Woodley Island Marina on Woodley Island which is located in Humboldt Bay, Humboldt County, California. The purpose of the proposed dredging is to return the Woodley Island Marina to its originally permitted depth to allow safe navigational depths for recreational and fishing boats.

  • SPK-2015-01087, Programmatic Agreement Development

    Expiration date: 4/13/2018

    The Regulatory Program of the U.S. Army Corps of Engineers’ Sacramento, San Francisco, and Los Angeles Districts proposes to develop a programmatic agreement as a program alternative for compliance with Section 106 of the National Historic Preservation Act within the State of California.
  • SPN-2007-00635 Dinsmore Bar Gravel Extraction

    Expiration date: 2/13/2018

    Mercer Fraser Company has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to discharge fill below the Ordinary High Water Mark of the Van Duzen River in connection with the extraction of gravel (in-stream gravel mining) from the river. The applicant requests a permit for a ten-year period to remove up to 50,000 cubic yards of gravel, sand and other aggregate products annually from the river by bar skimming and trench excavation with heavy equipment.

  • SPN-2017-00462N Elk River Estuary Enhancement and Waterfront Trail Extension Project

    Expiration date: 2/16/2018

    The City of Eureka Parks and Recreation Department has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to restore and enhance estuary and inter-tidal habitats on Elk River, and increase public access to the Elk River Spit, Elk River and Humboldt Bay by extending an existing recreational trail.

  • SPN-2017-00589 Port of Redwood City Berths 1 – 4 Dredging

    Expiration date: 2/9/2018

    The Port of Redwood City (Port) has applied to the U.S. Army Corps of Engineers, San Francisco District, for a Department of the Army Permit to carry out new work dredging of at the Port’s Berths 1-4 located at the Port on the tidal portion of Redwood Creek on the western shoreline of south San Francisco Bay, San Mateo County, California. Disposal of the dredged sediment from the proposed dredging project would involve aquatic disposal, beneficial reuse, and upland placement as appropriate. The purpose of the proposed new-work dredging is to expand the Port’s Berths 1-4 existing 5.14-acre maintenance dredging footprint by 1.26 acre to a total area of approximately 6.4 acres in order to facilitate safer and more efficient approaches and berthing for current Panama-size vessels.
