Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

We are requesting public comments on many Public Notices (PNs) concurrently; please pay careful attention to the file number and the comments Due Date.

Email comments are preferred.  To submit comments in writing, send them to the attention of the Project Manager listed in the Public Notice title block.  All comments should reference the PN file number and be submitted by the Response Required Date on the PN.

  • Mitigation Bank BEI, Sale Agreements, and Checklists

    The Sacramento, San Francisco, and Los Angeles Districts of the U.S. Army Corps of Engineers (USACE), along with the U.S. Fish and Wildlife Service (USFWS), the California Department of Fish and Wildlife (CDFW), the California Resources Agency, the National Marine Fisheries Service (NMFS), the United States Environmental Protection Agency (EPA), the State Water Resources Control Board (State Water Board), and the Natural Resources Conservation Service (NRCS) as potential participants in Interagency Review Teams (IRT) have updated the standard Mitigation Bank Enabling Instrument (BEI) template, Bank Proposal Guidelines, Bank Proposal Checklists, and developed Sales Agreement Templates, for use with mitigation banks that are established within the State of California. This notice is to inform interested parties of the availability of the completed templates, checklists, and guidance.

  • SPN-2021-00071 Sonoma Water Stream Maintenance Program (SMP)

    Expiration date: 6/16/2021

    Sonoma County Water Agency has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Regional General Permit to conduct routine stream maintenance activities in stream channels and banks managed by Sonoma Water in Sonoma County, California.

  • SPN-2017-00062 Laguna Sequoia Apartment Development

    Expiration date: 6/14/2021

    Laguna Sequoia Land Company, LLC has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to fill wetlands and other waters and conduct other work in jurisdictional navigable waters of the United States associated with a proposed apartment development in Redwood City, San Mateo County, California.

  • SPN-2021-00063 Redwood National And State Park Visitor Center And Restoration Project

    Expiration date: 5/13/2021

    Save the Redwoods League has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to construct a new visitor center for the Redwood National and State Park, establish a Yurok Demonstration Site, construct new recreational trails, and perform onsite stream and wetland restoration in Prairie, Skunk Cabbage, and Libby Creeks.

  • SPN-2021-00065 Santa Cruz Harbor Routine Maintenance

    Expiration date: 5/7/2021

    The Santa Cruz Port District (Port District) has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to develop a Regional General Permit (RGP) with the Army Corps of Engineers (Corps) for routine maintenance activities in the Santa Cruz Harbor (project). The proposed RGP would authorize routine maintenance activities occurring at the Port District-maintained facilities over a five-year period. The RGP would replace the Nationwide Permit Program as the primary permitting instrument for the Port District’s routine maintenance activities with no more than minimal adverse effects on waters of the U.S. Similar to the Nationwide Permit Program, prior to conducting any given maintenance activity regulated by USACE, the Port District would be required to receive written verification from USACE that the activity is authorized under the RGP.

  • SPN-2019-00188 Palo Alto Tide Gate Replacement Project

    Expiration date: 5/5/2021

    The Santa Clara Valley Water District has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to replace an aging tide gate structure with a new structure that would have expanded capacity for protection against flooding and anticipated sea level rise.

  • National Wetland Plant List for 2020

    Expiration date: 5/24/2021

    The U.S. Army Corps of Engineers (USACE) as part of an interagency effort is accepting comments on draft changes to the 2020 National Wetland Plant List (NWPL) for 27 species and their draft 2020 wetland ratings by region.

  • SPN-2011-00065 Hunter's Point Natural Gas Well Drilling Project

    Expiration date: 4/2/2021

    Sunset Exploration has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill into jurisdictional wetlands for Phase 1 and Phase 2 of a natural gas well drilling project. Phase 1 would require 1.05 acres of fill in jurisdictional wetlands to explore the potential of natural gas production in a new well (Phase 1). Phase 2 of the project would be development of the well for production resulting in an additional 0.31 acres of fill for a total of 3,800 cubic yards of fill impacts to 1.36 acres of jurisdictional wetlands from both Phase 1 and Phase 2 of the project.

  • SPN-2002-273010 Vacation Beach Summer Crossing

    Expiration date: 4/10/2021

    Sonoma County Department of Transportation and Public Works (DTPW) has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to continue the installation and removal of a seasonal road crossing on the lower reach of the Russian River, via an extension of Vacation Beach Avenue at Vacation Beach, near the Town of Guerneville, in Sonoma County, California. The road crossing was previously authorized under Department of the Army Permit No. 273010N that expired on December 31, 2020.

  • SPN-2002-272520 Asti Summer Crossing at Washington School Road

    Expiration date: 4/10/2021

    Sonoma County Department of Transportation and Public Works (DTPW) has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to continue the installation and removal of a seasonal road crossing of the Russian River, via an extension of Washington School Road, near the Town of Asti, in Sonoma County, California. The road crossing was previously authorized under Department of the Army Permit No. 272520N that expired on December 31, 2020.

  • Final 2021 Nationwide Permit Regional Conditions For The State Of California

    On January 13, 2021, the U.S. Army Corps of Engineers (Corps) published the notice in the Federal Register announcing the reissuance of 12 existing nationwide permits (NWPs), general conditions, and definitions with some modifications. The Corps also issued four new NWPs, one new general condition, and five new definitions. These 16 NWPs will go into effect on March 15, 2021, and will expire on March 14, 2026.

  • SPN-2020-00346 Availability of Prospectus: Kelly Farm Mitigation Bank

    Expiration date: 3/14/2021

    The City of Santa Rosa has submitted a Prospectus to the U.S. Army Corps of Engineers (Corps), and other members of the Interagency Review Team (IRT) for the establishment of the Kelly Farm Mitigation Bank. If authorized, this mitigation bank would receive money from individuals or entities (“project proponent”) receiving Corps authorization under Section 404 of the Clean Water Act of 1972, when appropriate, to provide compensatory mitigation credit as part of Section 404 permits or enforcement actions within the proposed service area. Additionally, the proposed mitigation bank may be utilized to offset unavoidable impacts to waters of the State that are regulated by the Regional Water Quality Control Board under Section 401 of the Clean Water Act or Section 13260 of the Porter-Cologne Act.

  • SPN-2003-275640 Santa Cruz Countywide Partners in Restoration Permit Coordination Program Regional General Permit 13 Reauthorization

    Expiration date: 3/18/2021

    The Resource Conservation District of Santa Cruz County has applied to renew U.S. Army Corps of Engineers (Corps) Regional General Permit (RGP) 13 for a program to assist landowners in implementing and maintaining conservation practices on private lands in Santa Cruz County, California.

  • SPN-2011-00065 Hunter's Point Natural Gas Well Drilling Project

    Expiration date: 2/26/2021

    Sunset Exploration has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to discharge fill into 1.05 acres of jurisdictional wetlands to explore the potential of natural gas production in an existing well, which has been plugged (Phase 1).   • SPN-2018-00345 Ducks Unlimited San Francisco Bay In-Lieu Fee Program

    Expiration date: 2/12/2021

    Ducks Unlimited, Inc. has submitted an In-Lieu Fee Prospectus to the U.S. Army Corps of Engineers (USACE), San Francisco District, and other members of the Interagency Review Team (IRT) for the establishment of the Ducks Unlimited San Francisco Bay In-Lieu Fee Program. If approved, this In-Lieu Fee Program would receive money from permittees receiving USACE authorization under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899, to provide compensatory mitigation credit as part of Section 404, Section 10, or enforcement actions within the proposed service area. Additionally, the proposed In-Lieu Fee Program may be utilized to offset unavoidable impacts to waters of the State that are regulated by the Regional Water Quality Control Board under Section 401 of the Clean Water Act or Section 13260 of the Porter-Cologne Act.

  • Reissuance of the Nationwide Permits

    On January 13, 2021, the U.S. Army Corps of Engineers (Corps) published a final rule in the Federal Register (86 FR 2744) announcing the reissuance of 12 existing nationwide permits (NWPs) and four new NWPs, as well as the reissuance of NWP general conditions and definitions with some modifications. These 16 NWPs will go into effect on March 15, 2021, and will expire on March 14, 2026:

  • SPN-2019-00437 Oyster Cove Marina – Maintenance Dredging

    Expiration date: 1/29/2021

    The Oyster Cove Marina has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to conduct maintenance dredging at the Oyster Cove Marina and entrance channel using mechanical dredging, via clamshell or excavator. The purpose of the proposed dredging is to return Oyster Cove Marina to its originally permitted depth to allow safe navigational depths for recreational vessels.

  • SPN-2020-00347 PG&E Ignacio Mare Island Emergency Tower Replacement

    Expiration date: 12/9/2020

    On November 2, 2020, the U.S. Army Corps of Engineers, San Francisco District, issued an emergency permit to Pacific Gas & Electric Company to replace three electrical transmission towers at risk of failure. This Department of the Army permit was issued under special processing procedures for emergency situations pursuant to 33 C.F.R. § 325.2(e)(4) and the South Pacific Division Regulatory Program Emergency Procedures, as well as the provisions of Section 404 of the Clean Water Act of 1972, as amended (33 U.S.C. § 1344 et seq.), and Section 10 of the Rivers and Harbors Act of 1899, as amended (33 U.S.C. § 403 et seq.).

  • SPN-2008-00049 US Coast Guard Station Vallejo – Maintenance Dredging

    Expiration date: 11/23/2020

    The United States Coast Guard has applied to the U.S. Army Corps of Engineers (Corps), San Francisco District, for a 10-year Department of the Army Permit to conduct maintenance dredging at Station Vallejo using mechanical dredging, via clamshell or excavator. The purpose of the proposed dredging is to return Station Vallejo to its originally permitted depth to allow safe navigational depths for USCG emergency response vessels.

  • SPN-2016-00393 China Basin Park Shoreline Improvements

    Expiration date: 11/13/2020

    Mission Rock Horizontal Sub (Phase 1), LLC has applied to the U.S. Army Corps of Engineers (USACE), San Francisco District, for a Department of the Army Permit to undertake improvements along the shoreline of China Basin Park, on the south shore of Mission Creek/China Basin in San Francisco.
